Organization • Independent public entity which is established and governed in terms of Section 3 of the National Nuclear Regulator Act, (Act No 47 of 1999) • Reporting to the DoE • Comprised of a Board of Directors, CEO & staff • +-120 Staff (60% Technical and the difference Support functions) 3

NNR’s Role • Mandate of the NNR is to protect the people, property and the environment from the harmful effects arising from ionising radiation produced by radioactive material. • This is done through the establishment and enforcement of safety standards and regulatory practices. 7
NNR’s Role • Regulation of nuclear activities performed by two technical divisions: Standards, Authorisation, Reviews and Assessments (SARA) and Compliance Assurance and Enforcement (CAE) divisions. 8
NNR’s Role • SARA: • Application • Conditions set for COR or COE (with or without restrictions – PSA, PRPP, WSA, WRPP, WMP, PS, etc. • COR – CAT 1 - 5 • DMR issue mining rights (decommissioning funds) 9

PP-0018 • Cost analysis – For authorised sites, the polluter pays principle applies, otherwise the state will take responsibility for ownerless sites. • Management And Monitoring during remediation – A normal regulatory regime as contemplated in the Act applies for these phases 12
PP-0018 • Post remediation management – Upon remediation, if the site is free of contamination, then it can be released unconditionally otherwise, it will be released for restricted uses, e.g. recreation, etc. – In that case, post remediation monitoring may be required/imposed. 13
Challenges • Cooperative governance (NNR, DMR, DWA) • Mine closures – demolition, decontamination, rehabilitation (No national strategy/guideline for remediation of sites) • Decommissioning??? • Act under review 14
