Extra Consultation • First Stage: December 2015 to February 2016. • “Issues and Approaches” plus HELAA report and other background documents. • Resulted in massive public response. • Caterham on the Hill PC found the reports inaccurate, confusing and contentious. • Specifically sought removal of TDC owned sites from HELAA list. 2
Sites Consultation until 30th December • Main Report: Sites Consultation. • More technical papers, including: - Updated HELAA; - Landscape Study; - Ecology Assessment; - Sustainability Appraisal; - Green Belt Review; - Other background reports. • This presentation is limited to the main reports and to the Caterham area. 3
Updated HELAA • HELAA “only a starting point”. • Various TDC owned sites now ‘unavailable’ or ‘unsuitable’, including Town End Car Park, Caterham Community Centre and others. • Two further sites are newly withdrawn, at Hambledon Park and Tillingdown Copse. • New additions to ‘deliverable’ or ‘developable’ sites, including Heath Road Allotments. 4

Green Belt Review Part 2 report now published ‘Areas for Further Investigation’ Looks at about 50 GB areas across the District identified in earlier consultation. 8
Green Belt Assessment Result Accepts that most of these make a valid contribution to GB. That includes most of Caterham area GB land. Three Caterham Green Belt areas still at risk: - Site in Caterham Valley between Longsdon Way and the by-pass; - Small site between Ninehams Road and Coulsdon Common; - Queen’s Park area. 9
What have I left out? • Housing need / demand forecasts. • Responses to earlier consultation. • Employment Sites, Traveller Sites, New or Extended Settlements. • Detailed reports on Ecology, Landscape, Sustainability, Green Belt. • Infrastructure Plan - because there isn’t one. 10
Issues • Comments on individual sites. • Confusion between findings from: - HELAA; - Landscape Study; - Ecology Assessment; - Sustainability Appraisal; - Green Belt Review. • No assessment of infrastructure constraints. • No account taken of 2016 flooding. 11
What happens next? • Our Parish Councils are preparing responses. • Will take account of feedback from meeting. • All residents and businesses are urged to submit responses by 30th December . • Comments on individual sites easiest online. • General comments easiest by email. • Final round of consultation by TDC expected in autumn 2017. 12
