Kent • The prevalent and fastest growing special educational need types in Kent are ASD and SEMH • Over the 5 year period 2013/2014 to 2017/2018 the number of EHCPs and statements with ASD identified as the primary need increased from 1633 to 4210 (67.7%) • ASD accounted for 40% of the overall total, higher than the national figure of 38.2%

Swale District Information • Swale has the highest number of EHCPs and statements in the County at 1,325. • 627 of the ECHPs in Swale are for ASD or SEMH • There is no special school on the Isle of Sheppey • The only special school in Swale is Meadowfield School in Sittingbourne, which is designated for PSCN • Pupils often have to travel long distances of up to 3 hours off the Island to the nearest suitable provision with available capacity.

Swale District continues • There are 210 children (Yr R-Yr11) who are transported off the Isle of Sheppey to a special school, SRP (attached to a mainstream school) or independent school at a cost of £2,145,955 per financial year • Currently 75 children from Swale District travel every day to Bower Grove in Maidstone. Of these, 42 are from the Isle of Sheppey. • The cost of transport for the children from the Isle of Sheppey to Bower Grove is £165,395 per financial year.

New Special Free School • The school will be designated for children with social, emotional and mental health needs and who may also have autism spectrum conditions or social communication difficulties • The designated number will be 120. The original bid specified secondary only. Given the recent increase in the number of primary age children from the Isle of Sheppey and Sittingbourne travelling to a special school further afield, KCC and the DfE have discussed the need to include some primary classes. • The Special free school will be expected to provide outreach support and advice to local schools.
