  2. 5 th Court Reporting Period • The Independent Reviewer’s 5 th Report to the Court is due on December 6, 2014 covering the period from April 7 – Oct 6 2014. • Anticipate that it will be in the same format providing a compliance/non-compliance rating on each provision of the Settlement Agreement. • Judge Gibney has scheduled a second status conference in December. Incarceration of individuals with ID/DD On 11/5 the Independent Reviewer formally requested that the Department of Justice review the services for individuals with ID/DD who need behavioral support services, and are at high risk of being, institutionalized, or have been, in psychiatric or law enforcement facilities. DBHDS initial questions/response : • Assessment of extent of problem of individuals going to jail • How to best track individuals going into jails in the future • Safety Workgroup • Increased collaboration between Divisions of Behavioral Health and Developmental Services to address individual with co-occurring disorders in psychiatric facilities • CIT Training with REACH participation Slide 4

Critical & Complex Consultation Team (CCCT) The CCCT will be convened for an emergency CCCT consultation when community resources have been exhausted and an immediate resolution to a crisis or other urgent need has not been reached. A consultation may be required after every RST attempt has been made to employ existing community resources, i.e., CSBs, private providers, SCs/CMs, REACH, CRCs, the RST, CSB sister agencies and/or other agencies to include REACH advocacy organizations, and those attempts have failed.   6. Children’s Crisis Services Update A statewide system that addresses the crisis needs of children with intellectual and developmental disabilities will exist. Regional Programs: • Region II: Fairfax Falls Church subcontracted to National Counseling Group • Region I-: Region 10 CSB- Gail Paysour/Barbara Shue • Region III: New River Valley CSB – Denise Hall • Region IV: RBHA- Cristi McClanahan • Region V: Western Tidewater CSB Slide 6

Current Status/Next Steps • 4 of the 5 regional programs have hired a Program Developer/Navigator • Each region has developed a point of contact into the children’s crisis service system and are working to ensure the information is widely publicized and operates from a “no wrong door” policy. • Assessing each region’s access to mobile services and working with regions to increase capacity, as needed. Two programs are currently providing mobile crisis services across their regions, one is providing some mobile crisis response and a 4 th is scheduled to begin services in Jan. Slide 7

  8. Children’s Crisis Services • Monitoring appropriate crisis stabilization out of home placement availability for children throughout the state. Currently, each region states there are sufficient resources for short-term care that focuses on reintegration back into the home. • The state is working with each of the 5 regions regarding resources available through each of the CSBs/Regions and compiling a statewide resource manual around services available for children. Slide 8
