About Ala laska Schools – The Basic ics • 53 school districts plus Mount Edgecumbe High School • 507 operational schools in 2016-2017 • 119 schools have fewer than 50 students • The public school system includes traditional, alternative, charter, correspondence, and residential boarding schools.

Urban/Rural Analysis Challenges • How is “rural” defined? • In Alaska, there are different types of rural. • Hub (Dillingham, Bethel, Nome) • Road system (Glennallen, Tok, Delta) • Remote (Ruby, New Stuyahok, Kwethluk) • A Lower-48 audience may classify cities Alaskans think of as urban (e.g. Juneau) as rural. • Some students residing in urban areas are enrolled in correspondence schools in “rural” districts (Galena, Yukon-Koyukuk, Nenana). • Mount Edgecumbe enrolls students from across the state.

Kindergarten Readiness • Districts administer the Alaska Developmental Profile (ADP) to all kindergarten students. • The ADP is a tool based on multiple teacher observations recorded during the first four weeks of school. • The ADP includes 13 sets of skills and behaviors (“goals”) in five domains. • Three ratings • 2 = Consistently demonstrates (80% or more of the time) • 1 = Progressing • 0 = Does not demonstrate (20% or less of the time)

Examples • Social and Emotional Development • Goal: Regulates their feelings and impulses • Indicators: • Shows ability to control impulses, with guidance • Seeks peaceful resolution to conflict • Stops and listens to instructions before starting an activity • Cognition and General Knowledge • Goal: Demonstrates knowledge of numbers and counting • Indicators: • Counts to 10 from memory • Understands that when counting a set of items, each item must be counted only once and none should be left out • Uses math manipulatives (e.g., games, toys, and coins) in counting activities

  12. 2015-2016 Statewide ADP Results • Observations recorded for 9,909 students. • Of these students, only one out of every six students (16.3%) consistently demonstrated all 13 skills and behaviors representing kindergarten readiness. • 28.2% of students consistently demonstrated 11 out of the 13 skills and behaviors.

ADP Strengths & Weaknesses • Strongest goal: Demonstrates strength and coordination of large motor muscles • Weakest goal: Demonstrates phonological awareness • The three weakest goals were all in the domain of Communication, Language, and Literacy. • The other two weakest goals were • Demonstrates awareness of print concepts. • Demonstrates knowledge of letters and symbols

  19. 2012 PIS ISA Results • PISA is administered every three years “to evaluate education systems worldwide by testing the skills and knowledge of 15-year-old students .” • In 2012, about 510,000 15-year-old students in 65 countries and economies took PISA. • 2015 results not yet available. • Reading: U.S. ranked 24 th out of 65. • Similar to United Kingdom and Denmark • Math: U.S. ranked 36 th out of 65. • Similar to Slovakia and Lithuania PISA: Programme for International Student Assessment (http://www.oecd.org/pisa/aboutpisa/)

Standards and Assessment • The Alaska State Board of Education and Early Development adopted the Alaska English Language Arts and Mathematics Standards in June 2012. • Alaska school districts first administered an assessment aligned to these standards in the spring of 2015 (Alaska Measures of Progress).
