RATIONALE • PA State Police are no longer able to provide a School Resource Officer program that best suits the needs of the school community. • It is critical to have a school police officer assigned and operating in Central Dauphin High School on August 25, 2014 when the students return to school.
SCHOOL POLICE OFFICER (SPO) • Established for the purpose of providing for the safety and welfare of students while on school grounds and enforce good order in school buildings, district grounds, and school buses. (PA Code) • The SPO is a sworn police officer with the power to arrest as defined and limited by the PA Code and the court. • The SPO is employed by the district and can serve as a school resource officer at any school designated by the Superintendent.
ESSENTIAL FUNCTIONS OF THE SPO • Establishes a safety and security presence in the building in order to deter criminal activity; • Patrols the school facility to provide administrative visibility, maintain security, and deter criminal activity. • Is the first person on site to encounter/engage an active shooter;
ESSENTIAL FUNCTIONS OF THE SPO • Apprehends and arrests individuals suspected of engaging in illegal activities; • Investigates potential campus crimes and/or student-related community incidents for the purpose of resolving conflicts and/or referring to outside agencies for resolution.
ESSENTIAL FUNCTIONS OF THE SPO • Responds to emergency situations for the purpose of addressing immediate safety concerns; • Assists with emergency operations of school facilities designated as shelters during natural and man-made disasters; • Collaborates with other agencies for the purpose of communicating and/or receiving information regarding situations that may affect safety within the school environment;
ESSENTIAL FUNCTIONS OF THE SPO • Prepares documentation such as incident and activity reports, security logs, etc., to provide written support and/or to convey information; • Communicates/clarifies school policies and enforcement to students, staff, and visitors ensuring awareness of the consequences of violation; • Assists parents, students, and staff with problems of a law enforcement or crime prevention nature;
ESSENTIAL FUNCTIONS OF THE SPO • Administers first aid to provide immediate medical emergency care; • Assists local law enforcement personnel in the completion of their duties related to the school; • Assists in programs of drug awareness and drug prevention (e.g. drug surveillance, drug detection, and drug education) for students, parents, and staff;
JOINT RESPONSIBILITIES During the summer months when school is not in session, the CDHS school police officer will partner with the Director of Safety and Security to: � Evaluate and modify All-Hazards Plans for each district building; � Complete school safety reports for state and federal reporting requirements; � Evaluate and modify the district emergency response manual, The First 30 Minutes ; � Design and conduct staff in-service safety training.
CD HIGH SCHOOL SPO • Will carry out the tasks that the PSP program began and will enhance existing program; • Is a retired PA State Trooper who has completed all training required by law for this position; • Will be armed and easily identifiable as the primary security person in the building.

RATIONALE • The number of active shooter incidents in U. S. schools has increased dramatically since Sandy Hook. • Issues of safety and security go far beyond those related to active shooters. • School safety plans have become highly complex and include a diverse set of critical incidents involving school violence, weather emergencies, and natural disasters.
PRIMARY GOAL OF THE DSS To ensure a safe environment for all students, staff, and visitors and to ensure that the District is prepared to effectively respond to all emergencies that might affect the safety or security of students and staff;
ESSENTIAL FUNCTION OF THE DSS • To manage and direct the overall safety and security operations of the District and to coordinate all safety and security planning pertaining to the personal safety of students, staff, and the public; • To develop and maintain a secure environment consistent with the District goal of a safe learning and working environment;
ESSENTIAL FUNCTION OF THE DSS • To identify specific strategies to make all 20 schools and the administration building safer; • To take a proactive approach to school security and emergency planning; • To conduct risk vulnerability assessments at all of our buildings;
ESSENTIAL FUNCTION OF THE DSS • To comply with extensive State and Federal reporting requirements; • To design and implement school safety training programs for staff and students. • To provide support in the absence of the CDHS SPO.
COST OF THE PROGRAM CDHS SPO Salary: $65,000 + benefits CDSD DSS Salary: $75,000 + benefits Annual Training: $ 5,000 (approx.) Vehicle: ~$ 6,000 (approx.) Equipment: $ 7,000 (approx.) Proposed Annual Budget: ~$180,000 – 185,000 Current Annual Budget: ~$130,000
