Worker Ethics • IMATU, as a representative of workers, needs to ensure that a paradigm shift takes place in respect of service delivery • Employees (our members) at municipalities need to focus on service delivery and productivity • Members should embrace and promote a climate for quality service delivery 12

  19. Worker Ethics • Abuse of performance management systems abused by management to be rooted out • Compliance with the regulatory financial framework a must in all municipalities • The available service delivery budget must be evenly spent during any financial year 20

Worker Ethics • Dumping of available funds (unspent budget allocations) at financial year end • Monthly expenditure against service delivery imperatives • Wasteful expenditure to be exposed • Municipal employees are public servants who need to focus on service delivery • Emphasis should be on uplifting the poorest of the poor • Personal interests hamper service delivery 21

  27. IMATU’s Role • Protect members making protected disclosures • Expose corruption and protect the anonymity of members • Oppose job shedding • Protect the status of municipalities as an independent sphere of government • IMATU does not support “Single Public Service” initiatives • 28

  28. IMATU’s Role • The effect of Corruption and other criminal activities (including tender and procurement irregularities): – Threatens independence of our sector – Threatens the continued employment and job security of members – Will lead to service delivery failures 29

  29. IMATU’s Role • Members should understand the need to improve service delivery in order: – for local government to remain an independent sphere of government – to play a meaningful role in bargaining processes 30

  30. IMATU’s Role • Appreciate that local government is at the coal face of service delivery in our country • Our obligation is to assist government with job creation and poverty alleviation • Strife for the delivery of affordable, quality and universally accessible municipal services 31

  31. IMATU’s Role • Our members should realise that an improvement in service delivery will ensure continued employment • Failure in service delivery will inevitably lead to losses in membership • We should work together to improve service delivery so as to ensure job security for our members 32
