BENEFITS TO THE HOST CITY The Ernst Young Economic Impact of Rugby World Cup 2015 report estimates that the benefit for Leicester will be £59 million. With the Tournament being hosted across 13 venues, in 11 cities, the full economic benefit will be widely dispersed across the country. The last three RWC tournaments have been hugely popular bringing between 1.47 and 2.19 million spectators. Though the economic benefits will be short term during the tournament there will be also a wider benefit that are expected to leave a lasting legacy:- • Increased exposure as a tourist destination • Business legacy • Employment related to the event • Increased participation in sport • Infrastructure investment • Stadia improvements • Spend by visitors • ‘Feel - good’ factor 4

START OF THE RUGBY LEGACY As part of the RWC2015 there are 500 tickets available for distribution. In Leicester we will make sure the 500 tickets are used to recognise and reward children, young people, volunteers and groups from the rugby community to enjoy the games held at Leicester City Stadium. In addition to this we have £5000 allocated for tickets from RWC2015 for Looked After Children (LAC) in the city. There are existing processes in place within the City Council to allocate and distribute these tickets and the ratios would be 1 LAC + 1 Child + 2 Adults. Audience Numbers of tickets How / action / process Primary School Children - TAG 180 tickets Process of allocation – All schools that participated and completed their Rugby League games within the TAG Rugby League, set up as a result of the RWC coming to Leicester will be rewarded through these tickets. Schools will return a form to say they wish to participate and that they would abide by the stated terms and conditions. Primary School Children – Most 120 tickets We are running a competition to find our most engaged primary schools in engaged Primary Schools RWC activities. These schools were invited to be part of our 100 days to go celebration and to recognise their commitment to RWC they will receive RWC tickets. Schools Rugby Ambassadors 75 tickets Tickets will be used to recognise the hard work and commitment of the SRAs for that they have done since November 2014. RWC Club Coordinators 60 tickets To be used to reward the club volunteers that have been the designated RWC representative for their Club. Colleges 25 tickets To reward all the young leaders who have helped to officiate and support a variety of RWC activities in the city. Community Groups and events 40 tickets To be used as prizes to give at specific community events e.g. Rugby in the Park, festival of rugby events 7
KEY MILESTONES TO DATE 2013 May - Leicester announced as Rugby World Cup host city. September – As part of the build-up to the international sporting event the Rugby Football Union launched the 'Posts in the Park' initiative to install Rugby goal posts. 2014 May – 500 days to go. An event was held for Primary Schools at Belgrave RFU which was supported RWC Ambassador and RWC World Cup 2014 winner, Maggie Alphonsi. 12 th September – Tickets went on sale. To celebrate the launch a group of school children from Ellesmere College, Leicester, headed to Twickenham to participate in the record breaking biggest scrum with over 1,000 participants. To promote the sale of tickets Leicester City Council has been supporting ER2015 through our social media avenues and dressing the City. 8
KEY MILESTONES TO DATE 18 th September 2014 – 1 Year to go. To mark the 1 year to go milestone, Will Greenwood, a 2003 World Cup winner and Ex-Tigers and England player, and George Chuter, bought the Webb Ellis Rugby World Cup Trophy to the King Power Stadium. They took questions from a local school and George later visited Twycross Zoo, where the local residents got into the spirit of the games!! September onwards – School Rugby Ambassadors. 50 young leaders have now received training and support to be advocates of RWC in City Secondary Schools as a result of this programme. They are helping to run a series of different activities and events at their schools and in their local Primary schools. There are another 40 School Rugby Ambassadors in County Schools. October 2014 – April 2015 – TAG Rugby League. To increase the number of TAG Rugby played by City Primary Schools a league was set up to run on a monthly basis. The programme is run in partnership with Belgrave RFC who act as the exit route for the young people to join a club to play more regularly. 10 schools have been playing each month with around 120 young people playing. November – Volunteer Try outs . Martin Johnson, the former England captain and 2003 Rugby World Cup winner, was in Leicester for a selection event to find 'The Pack' - the army of 6,000 volunteers at Leicester University. May 2015 – Filming took place at Leicester Cathedral and Guildhall which will be shown at the RWC opening ceremony at Twickenham. June - 100 days to go. Four Primary Schools were rewarded for their engagement in RWC activities and invited along to an event at the Space Centre. 9

KEY MILESTONES STILL TO ACHIEVE 2015 June/July – Training commenced for the 50 Fanzone volunteers. TROPHY TOUR August - Between 13 th -15 th August the Webb Ellis Rugby World Cup will be touring Leicester and Leicestershire. Events will be held at the National Space Centre, Judgemeadow Community College, Clock Tower and City Hall and give the opportunity for the community to engage with the Rugby World Cup. 11
TOURNAMENT TIME – HOST CITY Fanzone Fanzone will be located at Victoria Park and be open from 3 rd – 11 th October showing all fixtures during this time, on big screen. It is anticipated that around 5,000 people may attend each day with a capacity for up to 10,000. There will be entertainment which includes stage programme showcasing music and performances, arts and cultural activities with have-a-go sports sessions. There will be two licensed bar and caterers providing a variety of food and snacks. In the region of 50 volunteers will be supporting the Fanzone throughout the 10 days. 12
TOURNAMENT TIME – HOST CITY Transport With 65% of fans travelling to the city via car, provision will be made via park and ride. Increased rail services in cooperation with East Midlands Trains will be provided, with Shuttle buses in operation between the Stadium and Fanzone on matchdays. The Council website www.choosehowyoumove.co.uk and social media will inform and advise existing network users. Visitor Experience Continual promotion of Leicester and Leicestershire as a destination for shopping, leisure, heritage, culture and entertainment to secure overnight stays and multi-venue visits to increase spend for economic and social benefit to the city. Liaising with Visit England to ensure Leicester benefits from Visit England's campaign aimed at the overseas market. Volunteers Around 50 volunteers will be supporting the Fanzone during the 10 day open period with another 200 based in and around the stadium, train stations and the city streets to assist fans. The volunteers will be involved in various roles including meet and greet, activity support set- up, dismantle etc. 13
TOURNAMENT TIME – HOST CITY Commercial Rights Fully supporting the Rugby World Cup Ltd Commercial Rights Protection Programme and utilising all appropriate legislative powers available during match days. Marketing and Communications Delivering a wide ranging offer of press/media opportunities related to sport and tourism alongside those directed nationally. Providing links to ER2015 press during tournament time as required. Delivering a behind the scenes social media presence during tournament time as well as pre and post event. Maintaining website information on Visit Leicester and LCC sites. Showcasing the work of the volunteers and support training days with resources, newsletters etc. City dressing around venue and city centre, wayfinding and mapping. 14
LEICESTER CULTURAL PROGRAMME Friday 2 nd – Sunday 11 th October Nearly 50 events over 10 days to celebrate the Rugby World Cup and give a taste of the City’s Cultural Offer. Festival of Rugby Including Night of Festivals a spectacular centre piece with carnival processions, live music, theatre, visual art, film, and workshops from artists and artwork representing the nations of the 5 teams playing in Leicester. 15
