Option #1 Postpone all fall athletics and student organizations from practice, meetings, or competitions while the district is in a virtual model. In this option all fall sports would shift to the spring and student organizations would only be able to meet virtually until students were physically in the building for their education.
Option #2 Allow fall athletics and in-person student organizations to meet, practice or compete while the district is in a virtual model. In this option, individual fall sports programs would have the option to shift to the spring or start their fall programs as scheduled and shift individually to the spring later if needed. In-person student organizations would have the option to meet virtually or in person if their group is able to meet the Risk Activities Guidance for their activity.

Safety Requirements • If athletes and/or coaches do not follow safety guidelines and modifications, the activity will cease. • Any student or coach that tests positive for COVID-19, will quarantine immediately, as well as notify the proper officials to ensure appropriate contact tracing measures are initiated.

High School Changes in WIAA Sports Schedules 1. High School Changes in WIAA Sports Schedules 2. WIAA approved a new schedule for all sports. - Called the Alternate Fall Option: Spring/Winter Reduced Schedule - WIAA provided an option for individual Fall Sports to compete in the spring if they are unable to start in the fall or they are able to complete 50% of their season. ● Each individual fall activity must declare by September 1 ● Provides flexibility so programs can adjust to the risk environment in their area ● Shortens the winter and spring seasons ● Shifts the current spring season into May and all of June ● Creates conflicts between shifted fall sports and shifted spring sports ● Causes some shifted fall sports to have other challenges with their seasons ○ Girls Tennis - Weather ○ Football - Weather 2020-21 WIAA New Sports Calendar
High School Changes - MVC 3. MVC a. The La Crosse Schools (Central and Logan) have decided to make a district decision to shift all fall sports to the spring. b. Because of this shift there will not be an MVC conference champion for each fall sport.

State Tournaments -The WIAA has suggested that state tournaments may not run & instead there could be culminating events. ● Shortened regional play ● Shifted fall sports would have less tournament play ● Shifted football would not have any tournament play ● Each sport tournament plan would be decided upon about a month before the end of regular season play
Travel Considerations - Travel Destinations: ● We would compete with schools in our region. MVC, Coulee, Caledonia, La Crescent, Winona ● Would try to keep competitors within 1 hour of travel. ● AD’s would communicate to determine if their county is in a similar Risk Environment. ● Holmen would not compete against schools coming from a higher risk environment. - Bussing Considerations: ● We would transport students to HHS for a 3:30pm start of practice utilizing the SDH transportation. ● Two students to a bus seat, wearing masks. ● If we are in a High Risk Environment, riders would be separated into pods of ten and pods would be separated by one row of empty seats.
Spectators at Events ● WIAA Guidance ○ More information will follow regarding fan attendance. ■ Attendees – Consider grouping people into tiers from essential to non-essential and decide which tiers will be allowed at an event: ■ 1. Tier 1 (Essential): Athletes, coaches, officials, event staff, medical staff, security ■ 2. Tier 2 (Preferred): Media ■ 3. Tier 3 (Non-essential): Spectators, vendors ● La Crosse County Health Department Guidance ○ Low Risk Environment - 75% Maximum Capacity ○ Moderate Risk Environment - 50% Maximum Capacity ○ High Risk Environment - 25% Maximum Capacity ○ Extreme Risk Environment - No Competitions ● Goal - To allow immediate family to events: Parents/Guardians and siblings ● (Alternative Option) Pixellott: We will be able to live stream any event in the Viking Stadium or in the competition gym in the high school. We are working on a way to live stream events other than these two locations. The District would provide access to the live stream at no cost to the publi c.

Middle School Changes in WIAA Sports Schedules 1. Start of the Fall Season - 3 Rivers Conference, aligned with WIAA - ADs met to have a start date to be September 7th (8th) to allow more planning and implementation of necessary safety precautions. 1st Allowed 1st Allowed Sport Practice Competition (6-8) Cross Country September 7 September 17 Football September 7 September 28 Golf September 7 September 11 Volleyball September 7 September 17

Additional Notes to Consider ● 12 schools compete in our 3 Rivers Conference ● 6 of the 12 schools are considering starting practices for all fall sports and attempting to have competitions in the fall ○ Exceptions: 3 La Crosse, Winona (FB/VB), Westby (CC/VB) and GET ● Current Registered Students - 193 students (21% HMS Population) as of August 24 - 2:30pm) ● Cross Country: 60 ● Football: 43 ● Golf: 32 ● Volleyball: 58

Reasoning for Recommendation 1. Our goal is to provide the safest controlled environment for our students possible. If the school district does not offer activity opportunities in the fall, youth and club sports will attempt to offer these opportunities. Issues we believe will arise because of this: a. We have seen this summer many of these organizations offer competition opportunities where COVID-19 Prevention protocols were not implemented. b. Athletes traveling to large tournaments often in Wisconsin Dells, Madison, Milwaukee, Rochester and Minneapolis are coming from all over the state and these locations are often at a very high Risk Environment level. We feel we can limit competitions to our region and reduce the number of athletes in competitions. 2. Research has shown many Wisconsin athletes are experiencing anxiety and depression from not having the ability to participate in co-curricular activities. We feel by providing these opportunities we can support the mental well being of our students. 3. Our coaching staffs build strong relationships with our students. Having this connection with our coaches and advisors will allow trusted guidance to occur during this difficult time. ALL HMS Head Coaches are SDH Staff.
