  2. Background of Development on CASBEE CASBEE stands for Comprehensive Assessment System for Building Environment Efficiency. It is a system that considers the environmental aspects of a building (environmental loads that affect the global or regional environment and quality or performance of the building that may help improve the surrounding environment) from various angles and is used to make a comprehensive evaluation of the building in terms of environmental performance. Yokohama City’s Reporting System for Environmentally-Friendliness of Buildings Yokohama city ’s Reporting System for Environmentally-Friendliness of Buildings promotes the comprehensive improvement of the environmental aspects of buildings by recommending that the building owners to prepare “ reports on environmentally- friendliness of buildings. ” The Reporting System is composed of two layers, a reporting system and a certification system. Report for Environmentally-Friendliness of Building is prepared using the evaluation system CASBEE Yokohama, which is a version of CASBEE for New Construction (brief version) partly re-edited to match the needs of Yokohama city.   9. Reporting System and Certification System 1. Reporting System (launched in July 2005): Yokohama City Ordinance on Preservation of the Living Environment The ordinance stipulates that owners of buildings that have a total floor area of 2,000 m 2 must provide a self-assessment of their buildings, as per CASBEE Yokohama, to the city at the time of building planning. Evaluation results submitted to the city are also disclosed on the official website of Yokohama city. Since April 2012, owners of buildings with a floor area of less than 2,000 m 2 , including detached houses, are allowed to submit the assessment reports to the city if they so desire. 2. Certification System (launched in April 2006): Yokohama City Guideline on Evaluation and Certification System for Environmentally- Friendliness of Building Yokohama city certifies that a building is recognized as being a duly environmentally- friendliness of building, based on the evaluation of special advisors. This certification system is intended to promote CSR (corporate social responsibility) of building owners in regard to the environment and is applied to buildings if their owners wish. 9
