The plans will be presented by the Project Team, including Nick Tupara - Ngati Oneone representative, John Lucas - Operations Manager Department of Conservation, and De-Arne Sutherland - Tair ā whiti Navigations Programme Manager. The Cook Landing Site project is a partnership project between the Department of Conservation (DOC) and Ngati Oneone and Council, with Council providing project management support and co-ordination as part of the Tair ā whiti Navigations programme. The concept plans have been informed through stakeholder workshops undertaken earlier in the year. The decisions or matters in this report are considered to be of Medium significance in accordance with Council’s Significance and Engagement Policy.   2. BACKGROUND 1. In 2017 the Department of Conservation approached Gisborne District Council to assist them, in partnership with Ngati Oneone, to deliver the Cook Landing Site project as part of the Tair ā whiti Navigations Programme, and in time for Sestercentennial Commemorations in 2019. 2. The project is funded by the Department of Conservation, with further external funding being sought to deliver the full scope of the project and meet key stakeholder aspirations. 3. Key stakeholders including; Eastland Port, Te Ha Trust, Heritage New Zealand, Historic Places Tairawhiti, NZTA, Tair ā whiti Roads, Tair ā whiti Navigations Governance Group members have contributed to the design elements and stories to be told from the project site. 4. The Tair ā whiti Economic Action Plan 2017 (TEAP) acknowledges the Cook Landing Site Upgrade project as a key part in delivering economic opportunities for Tair ā whiti through tourism and indicated potential funding of $1 million under Action 5.3. DISCUSSION 5. A funding application has been made to the Ministry of Business Innovation and Employment (MBiE) in March through the Provincial Growth Fund process to fund the components of the project located within the Cook Landing Site reserve, consistent with Action 5.3 of TEAP. 6. Following iwi and stakeholder engagement it became clear there was a strong aspiration for the project to provide for a connection between the Cook Landing Site and Titirangi. The concept plans include a bridge currently referred to as the ‘1000 year walkway’. 7. A funding application has been lodged through the Lottery Significant Project fund for construction of the ‘1000 year walkway’ as well as a commemoration area on Titirangi to acknowledge Te Maro, a significant tipuna of Ngati Oneone. 8. Procurement for construction of the project is yet to be undertaken, and therefore costs of the various components have not been included in this report. 9. Decisions by funders should be made between June and July this year. Should no external funding be made available to this project, then a reduced scope would need to be considered for delivery for sestercentennial commemorations in 2019. However, discussions with funders are proceeding well to date. 10. Further stakeholder workshops will be held in late June to garner further story elements to inform story telling details. 11. A report for decision by the Future Tair ā whiti Committee will be presented in August 2018 to confirm scope and available budget for the project before proceeding through to developed design. While the matters included in the presentation are of medium significance, the interest from national agencies and those associated with heritage values are high; particularly as we proceed towards development on the Cook Landing Site, as a national historic reserve.
