Background The first Regional Report will focus on Latin America and the Caribbean (LAC) • A new publication will be introduced to accompany the GEM report that will address the implications of the issue in one region of the world • LAC remains the region with the largest and most challenging socioeconomic inequalities in the world This report will be the result of collaboration among three institutions: • The GEM Report Team • The UNESCO Regional Office for Education in Latin America and the Caribbean (OREALC) • SUMMA, the Education Research and Innovation Laboratory for LAC UNESCO 3 y 4 de Julio 2019 II Meeting of the Regional Steering Committee SDG-E2030

Inclusive education “ The full and effective participation, accessibility, attendance and achievement of all students, especially those who, for different reasons, are excluded or at risk of being marginalized ” • Inclusive education with a broader meaning, encompassing all learners and groups vulnerable to exclusion from education • Inclusive education as a process; a means not an end • Exclusion as a universal phenomenon • Mechanisms of exclusion are common and structural to all, regardless of group • Not restricted to where education takes place but involves a range of elements that form educational experiences and outcomes UNESCO 3 y 4 de Julio 2019 II Meeting of the Regional Steering Committee SDG-E2030

Elements and dimensions of the Regional Report Six elements that place children, young Eight areas of exclusion that can people and adults at risk of exclusion: increase the vulnerability of children, young people and adults: • Legal and policy frameworks • Gender • Sexual identity (LGBTQ+) • Governance and finance • Socio-economic status • Curriculum and learning materials. • Incarceration • Teachers, principals and support • staff.   5. Case Studies To support the development of the 2020 GEM Regional Report, consultants will be hired to conduct case studies in three countries for each area of exclusion (total of 24 studies).
