A23 Purpose and Need Statement To implement measures to improve reliability and accountability of catch reporting and to ensure a precise and accurate representation of catch (landings and discards). To improve the accuracy of collected catch data. Accurate catch data are necessary to ensure that catch limits are set at levels that prevent overfishing and to determine when catch limits are exceeded. To create fair and equitable catch reporting requirements for all commercial groundfish fishermen, while maximizing the value of collected catch data and minimizing costs for the fishing industry and the National Marine Fisheries Service. 5

PDT Questions for Committee on Development of Dockside Monitoring (DSM) Alternatives Is the Committee’s intent that the DSM program is to ensure accurate reporting by dealers and to prevent illicit activity circumventing the dealer regulations (e.g., unreported offloads)? If so, is the Committee willing to consider a DSM program as a dealer responsibility, rather than a vessel or sector responsibility? 8
PDT Questions for Committee on Development of Dockside Monitoring (DSM) Alternatives Is the Committee’s intent that the voluntary DSM program in A23 would be in lieu of another requirement, or would grant some exemption or additional benefit to a sector adopting the voluntary DSM program? Several questions and considerations related to DSM program design (e.g. use of certified scales, dock/vessel/dealer access for dockside monitors, insurance requirements) Additional PDT discussion on a number of other details, including how DSM would be administered in smaller, remote ports, who would pay for DSM, and how DSM would align with existing reporting requirements 9

Planning for SSC Peer Review of PDT A23 Analyses • Purpose: To ensure that any new and novel analyses of A23 issues and management alternatives get sufficient independent review. • Memo from Groundfish PDT Chair to Committee re Peer review of the Groundfish PDT analysis for Amendment 23 (October 25, 2018) – provides outlines of planned analyses to be reviewed • Timeline: Possibly February 11
Planning for Joint Committee/GAP/PDT Meeting on A23 Monitoring Standards • PDT Memo re Planning for joint meeting for Amendment 23 (October 30, 2018) – provides PDT’s draft proposal for meeting • Proposed goals/objectives and intended outcomes for the Committee: • Agree on the problems facing the groundfish fishery to be addressed through A23. • Identify a monitoring baseline for the fishery in which to assess how to improve the monitoring program. • Recommend standards for improving catch accounting and monitoring. 12

Additional A23 Update • Staff will compile draft alternatives, glossary of key terms, summary of scoping comments, and background information to be included as appendices, into the draft EIS for A23 14

Proposal for a New Groundfish Sector • Overview of the process for approval for new sectors, following FW55 implementation • “Mooncusser Sector” would be lease only in fishing year 2019 • Groundfish PDT indicated no major issues and noted the sector operations plan provides for a mechanism for the sector to become active • Groundfish Committee recommended to the Council the approval of the “Mooncusser Sector” 18
Proposal for a New Groundfish Sector • Discuss the proposal for a new groundfish sector: Mooncusser Sector , the Groundfish PDT’s report, and Groundfish Committee’s recommendation, and • Provide a recommendation to GARFO on the possible approval of a new groundfish sector. 19

Groundfish Catch Share Review • Draft outline developed by the technical working group – comprised of Council, GARFO, and NEFSC staff • Groundfish Committee generally felt the outline for the report was thorough and consistent with other reviews. They also discussed the possibility of adding an outreach component. 21

Recent Recommendations Council : That in the consultation process for Georges Bank cod recreational measures, the Council requests that the Greater Atlantic Regional Fisheries Office review different methodologies for determining the recreational management measures for fishing year 2019. Carried 15/0/1, June 13, 2018 Recreational Advisory Panel : The Recreational Advisory Panel recommends to the Groundfish Committee to develop options for 2019 management measures, for consideration in January 2019, of separate measures by recreational fishing mode (party, charter, and private) for Gulf of Maine cod and Gulf of Maine haddock, while being fair and equitable across modes.
