  4. GOALS OF SAFETY ASSESSMENT Improve the safety of the Highway 23 Goal 1: corridor. Accommodate current and future traffic demands as urbanization continues along Goal 2: Highway 23 in Marshall. Improve accessibility and connectivity for all modes (i.e. cars, trucks, pedestrians, Goal 3: Intersection Design at Hwy 23 and CR 7 bicycles, transit). Prioritize improvements to develop a long-range plan for managing the Goal 4: Highway 23 corridor.
