  6. $ 1 0 Million for Custom er Relief & Com m unity Resilience Program s The programs will include direct support for: • Income-qualified CARE/ FERA customers • . • Local small businesses . • Contractor workforce through online electrification training . • Member communities through energy resilience projects .

Program Outline Program Estim ated $ 1a) $100 bill credit to all residential CARE/ FERA $2.5 million customers Custom er Relief 1b) $250 bill credit to qualifying and responding small $1.0 million business customers 2a) Workforce Electrification Training with $500 stipend $1.0 million W orkforce Relief 2b) Workforce Home Electrification Installation $0.5 million 3a) Resiliency Infrastructure Planning Support $1.0 million Com m unity Resiliency 3b) Resiliency Infrastructure Capital Project Support $4.0 million

  8. 1 ) Custom er Relief Program s Objectives: . • Provide immediate relief to vulnerable residential populations • Provide support to local small business community

  9. 1 a) Residential Bill Credits – $ 2 .5 Million • $100 Bill Credit for Residential CARE/ FERA customers . o Over 24,000 customer accounts currently with CARE/ FERA . o Increments of $50 on-bill credits, automatically applied for June & July statements .

  10. 1 b) Sm all Business Bill Credits- $ 1 Million • $250 Bill Credit for Small Business commercial accounts o 4,000 credits to businesses who qualify and apply . o Letters will be sent to approximately 10,000 customers

  11. 2 ) W orkforce Relief Program s Objectives: . • Provide immediate financial relief to contractor workforce • Expand awareness of electrification technologies & provide valuable training

  12. 2 a) W orkforce Relief: Contractor Training - $ 1 .5 Million • Provide $500 relief stipend to licensed contractors, apprentices & journeymen workforce upon completion of training . o Five self-paced online courses focused on building electrification technologies .. o Delivered through local community college platform

  13. 2 b) W orkforce Relief: I nstallation I ncentive $ 0 .5 Million • Allow participants in the training to apply electrification knowledge . o Up to $3,000 incentive for installation of batteries, heat pump water heaters, heat pump furnace, electric stovetops, EV chargers . o Installation at their residence or workplace .

  14. 3 ) Com m unity Resilience Program s Objectives: . • Increase community resilience • Support local job creation • Accelerate grid decarbonization

  15. 3 a) Com m unity Resilience: Regional Planning & Technical Assistance -$ 1 Million • Regional tools to aid communities in the planning and technical aspects of resilience projects . o SVCE to provide centralized contracting for partners providing assistance and planning .. o Funding distributed based on load allocation of member agencies

  16. 3 b) Com m unity Resilience: Capital Support $ 4 Million • Local grants for shovel-ready resilience projects . o Projects can include energy storage, capacity etc. .. o Funding distributed based on load allocation of member agencies
