  1. Proposed Revisions to California’s 2020 and 2030 Municipal Wastewater Recycling Goals* Cliff Notes Version Richard Mills, P.E. Tonianne Pezzetti, PG, CHG H. Michael Ross, P.E. Department of Water Resources Sacramento, CA * Originally Presented at California WateReuse, March 2013

  2. DWR is Required by SBx7 ‐ 7 to: Propose new statewide targets, or review and update existing statewide targets for:  Recycled water  Brackish groundwater desalination  Infiltration and direct use of urban stormwater runoff Targets for other water sources can be proposed

  3. California is Steadily Increasing its Use of Municipal Recycled Water

  4. A Brief History of Recycling Goals in CA 1970 1970 – First quantitative statewide survey completed. 175 TAF Office of Recycling established. First Target: 400 TAF 1977 – increase in 5 years. 1980 1987 – Comprehensive statewide survey 1990 Goals established and incorporated into the Water Code 1991 – (§ 13577): 700 TAF by 2000 and 1,000 TAF by 2010. Recycled Water Task Force determined projected 2000 potential use of 890 ‐ 1,170 TAF by 2010 and 1,850 ‐ 2,250 2003 – TAF by 2030. Recycled Water Policy (State Water Board) establishes 2009 – goals of increasing recycled water use over 2002 levels 2010 by 1 MAF in 2020 and 2 MAF in 2030. It also mandates increasing recycled water use over 2009 levels by 200,000 AF in 2020 and an additional 300,000 AF in 2030. 2020

  5. Our Task: Review, Update, or Propose New Targets Focus on 2020 and 2030 2,525,000 1,850 ‐ 2,250,000 1,525,000 1,169,000 890 ‐ 1,170,000 1,000,000 700,000 869,000 584,000 Previous goals Recycled Water Task Force Potential Recycled Water Policy Goal Mandate

  6. DWR is to Look at Existing Targets Goal: 1982, 2000, 2010, 2015, RW Policy Mandate: RW Policy Projection: Recycled Water Task Force Target: SBx7 ‐ 7

  7. Approach 2010 UWMPs 2009 Municipal Recycled Water Survey

  8. Approach  Step 1: Assess use of intended targets  Step 2: Review UWMP data for overlap and use issues  Step 3: Merge UWMP and Survey data sets  Step 4: Assess projections

  9. Results

  10. How Do These Estimates Compare? 2,525,000 1,525,000 1.3M 1,169,000 1M 869,000 Recycled Water Policy Goal Mandate

  11. DWR’s Proposal:  Based on current recycled water use and projected recycling rates included in 2010 UWMPs, California: – Probably will meet the Recycled Water Policy mandates of 869 TAF (2020) and 1,269 TAF (2030) – Will be challenged to achieve the RWP goals of 1,525 (2020) and 2,525 MAF (2030)  Achievable targets of 1 MAF (2020) and 1.3 MAF (2030) are slightly higher than current mandates  Meeting existing mandates and new targets will be strongly tied to funding availability.
