  3. Background • Te Rapa North Area – Proximity to the City’s existing and planned industrial areas – Proximity to Te Rapa section of Waikato Expressway – Fonterra Dairy Factory Site – Greenfield location – Higher amenity environment

Principles • Industrial land is a finite and valuable physical resource • Industrial land should be retained for industrial purposes • Amenity values of industrial areas should be enhanced • Sequential development of Te Rapa North through staging • Efficiency of dairy manufacturing and exporting

  5. Environment Court Consent Order • 14ha prior to 2021 (7ha in both Stage 1A and 1B) • 46ha after 1 January 2021 (23 in both Stage 1A and 1B) • Specific provisions regarding – Land use release – Concept Development Plans – Transport provisions – Land use provisions – Subdivision

Concept Development Plans Purpose of reconvened hearing • All decisions on Te Rapa North Industrial Zone were deferred on 9 th July 2014 • Reconvened hearing only addresses Concept Development Plan provisions – particularly potential ultra vires provisions • Opportunity to rework chapter through consequential amendments and layout changes to create consistency with wider PDP
