Why Be a Lead Referral Agency? • There is a need for quality , affordable , universally designed housing • We know and understand the needs of people with disabilities that relate to housing in Southwest Missouri • We value collaboration with partners invested in developing projects that meet this need • We see too many projects that fail to consider the needs of people with disabilities • We are ADVOCATES

  4. Enabling Independence Model Benefitting populations • Residents with disabilities that require caregiver assistance to remain independent (Adults, children, seniors, veterans) • Caregivers that provide assistance • Other residents (Inclusion benefits everyone)

  5. Things to Discover • Needs of the target population • Safe locations • Affordability is key • A lead referral agency that is best-fit • Understand the basics of home and community-based services • Training resources available

Assessing the needs of target population • Ask your community directly (focus groups, forums, surveys) • Local partner organizations (could include lead referral agency) • State Departments (Health and Senior Services) • Legislators (they know their constituents) • Population needs are specific to their demographic – there is no one size fits all community

  7. Things to Remember • Location, Location, Location! • Wrap around supports to improve resident’s success • Transportation support • Maintain good communication and involvement with lead referral agency • Know what you don’t know

  8. Barriers and Challenges • Lack of disability sensitivity across all points of contact • Communication with management companies • Obstacles in the process for requesting modifications • Affordability • The application process could be streamlined with expectations of the applicant

Best Practices • Disability Sensitivity is key – training development is essential *Vital to all project developments • Management Company training and support • Management Company engagement in the quality assurance process • Be prepared to make adjustments along the way • Simplify requests processes (timely and efficient) • Track outcomes
