No, this was a state requirement under NCLB that served as a scaffold to ensure principals were aware of teachers’ credentials, the impact of teacher assignment, and the steps required to support teachers to attain the required credentials. Under ESSA, Georgia will not ask LEAs to complete any extra steps, trusting that LEAs will ensure that teachers meet applicable federal, state and local PQ requirement. March 2018 97

Can the LEA hire an educator without the required credentials, but who is willing to attain credentials? Is there are grace period for implementing these new requirements for special education teachers and for helping new teachers get certified? The GaDOE expects LEAs to make the best decisions for students taking into consideration related requirements, and human and fiscal resources. There is not a grace period. PQ monitoring is active and ESSA In-Field reporting will occur each year. This is not dissimilar to SEA and LEA implementation of highly qualified. March 2018 98
