WHO IS THIS RFQ FOR? King County’s Developmental Disabilities & Early Childhood Supports Division, along with Best Starts for Kids, are seeking new, qualified organizations to provide Early Support for Infants and Toddlers (ESIT) services as a: •Full -Service Provider; •Deaf/Hard of Hearing Provider; or •Infant Mental Health Provider. 7
STRATEGY WHAT IS EARLY SUPPORT FOR INFANTS AND TODDLERS? Comprehensive services and supports to: • Enhance a child’s development , and • Help parents understand how to help their children grow and develop. Tailored to meet child's and family’s individual needs. Available to all eligible children ages birth to three with developmental delays or disabilities and their families regardless of income . 8
STRATEGY WHO RECEIVES ESIT SERVICES? Cognitive Child Well- Eligible children are birth to 3 years old and: Being 1. Have a 25% delay in one or more area, OR 2. Have a diagnosis with high probability of developmental delay, OR 3. Evaluation team uses “Informed Clinical Opinion” 9

STRATEGY PRIORITIES Priority Area 2: Ensure Equitable Services by Race and Ethnicity Ensure county-wide ESIT Provider capacity to address specific cultural and linguistic needs of children and their families whose identities include Black/African American, Latino, Asian, American Indian/Alaska Native, and Native Hawaiian/Pacific Islander. Ensure Provider capacity to increase culturally and linguistically relevant ESIT services for children of color in Seattle, Renton, and Tukwila School Districts, and surrounding areas. 23
STRATEGY PRIORITIES Priority Area 3: Reach and Serve Eligible Children Increase capacity of the ESIT system to reach and serve 8% of the birth to three population in King County. Increase capacity of the ESIT system to serve young children and their families who are experiencing homelessness. 24

DATA & EVALUATION THINGS TO KNOW All programs will be required to participate in evaluation efforts, including reporting on performance measures. No evaluation plan is required with your proposal. If awarded, Best Starts for Kids is creating an ESIT-specific evaluation plan. Not all programs impact all indicators. Select only those for which the activities of the model will contribute to change. Where possible, BSK will attempt to coordinate with other 33 existing data collection.
