Recommendation of Working Committee That the County of Peterborough refers the matter of the installation of third-party advertising signs on private properties to lower tier municipalities for consultation, with consideration of the following topics: - Setback distance of signs to be installed on private property from the property limit of the County road allowance in high-speed zones; - Regulation of signs installed on private property along County roadways within built-up (hamlet) areas with 50km/hr zones; - Overall regulation of all signs installed on private property along County and lower tier municipal roadways. 400 metre setback Road allowance 4

Sign By-law - Administration - Urban & Built-up areas 50 km/hr or less: - Property owners are exempt from 50 km/hr County By-law (Admin. by Municipalities) - Sign installations are to be regulated by lower tier municipalities through existing control mechanisms - Signs must comply with local municipal by-laws & policies > 50 km/hr (Admin. by County) - County regulates high speed County roads 400 metre setback Road allowance 6

Discussion: Current Sign By-law – Own-Business and Third-party signs may be - installed on private property through issuance of a County permit Issue – inability to enforce Sign Bylaw; existing non-permitted signs - - Options: 1. Status quo; County to engage By-law enforcement agent to actively enforce regulation of signs within 400 m of County roads 2. Remove regulation of signs on private property adjacent to high speed roads from the County By-law; Regulation controlled by lower tier municipalities through existing control mechanisms - Considerations: - Cost to engage By-law enforcement agent - Signs > 1.8m in height require review by a Professional Engineer; Municipalities may consider issuing Building permit - Aesthetics of your community 7

Discussion: Current Sign By-law – property owners within built-up areas are - exempt from County By-law Issue – duplication of service; confusion as to who is “in - charge” - - Options: 1. Delete exemption of built-up areas from County By-law; County to regulate all sign installations along County roads 2. Remove regulation of signs on private property adjacent to high speed roads from the County By-law; Regulation controlled by lower tier municipalities through existing control mechanisms - Considerations: - Duplication of service (Hamlets vs. high speed County roads) - Municipalities have existing control mechanisms to regulate signs on private property - By-law and Building code enforcement - Aesthetics of your community 8

Discussion: Current Sign By-law – considers only high speed County roads - Issue – consistency of regulation of private sign installations along - County roads and lower tier municipal roads - Options: 1. Prepare a comprehensive County Sign By-law to regulate all signs installed on private property County-wide along County roads and lower tier municipal roads - Considerations: - Consistency of regulation and enforcement - Cost to engage By-law and Building Code enforcement agents - Size of land area of the County - Aesthetics of your community 9
