Drinking‐Driving • 40 percent of traffic accidents in Vietnam are linked to excessive drinking, 80% especially on Tet holiday • According to statistics of Viet Duc Hospital (Ha Noi), there are 20,000 emergency cases each year due to traffic accidents, nearly 50% of patients drink alcohol. Dealing with drink driving 1. Road Traffic Law 2008 , “Article 8 ‐ Prohibited acts: • Driving cars, tractors, special vehicles on roads, while blood or breath has alcohol content. • Driving motorcycles or mopeds with blood alcohol levels exceeding 50 milligrams/100 millilitres of blood, or 0.25 milligrams/litre of breath”. 2. Decree No. 46/2016/ND‐CP of the Government dated 26 May 2016 on administrative penalties for road traffic violations and rail transport violations: ‐ depending on the level of blood alcohol concentration or alcohol concentration in breath of driver (car/ mopeds and motorcycles/ Specialized vehicles) ‐ the highest level for drivers with alcohol is a fine of between VND 16,000,000 and 18,000,000 and a suspension of the right to use a driving license for 4 to 6 months.
Handling violation of alcohol levels • District level traffic police forces have been equipped with alcohol breath analyzers • Traffic police forces have recorded 180,000 alcohol concentration violations, and have analyzed over 91,026 identified violation cases: 4,339 cases involved car offenders (4.77 %), while 86,687 cases involved offenders on motorcycles (95.23 %).

Officials, public servants, public employees, laborers in agencies, organizations, officers, non‐commissioned officers, professional armymen, soldiers, people working in the people's armed forces and students , students drink wine and beer right before, during working hours, study and break between working and studying . 6. Driving in blood or breath mode of alcohol. 7. Advertising alcohol with an alcohol content of 15 degrees or higher. ….
