Planning 2.0 Notice Requirements • Federal Register Notices (FRNs) at several milestones. • Retains the NOI requirement for all RMPs and plan amendments. • New requirement to notify the public by posting on the BLM website and at local BLM offices , and… • Identify additional forms of notification to reach local communities . 8

  11. Planning 2.0 Consultation with Indian Tribes • New regulatory requirement to initiate consultation with Indian tribes on a government-to-government basis when preparing and amending RMPs. • This is not a new requirement for the BLM, it is just new in the regulations. 11

  12. Planning 2.0 Coordination • The final rule describes the objectives and specific requirements of coordination, consistent with FLPMA. Changes include: – Includes new requirement for coordination on policies and programs. – Removes requirements to coordinate on BLM guidance. 12

  13. Planning 2.0 Cooperating Agencies • Only governmental entities are eligible to partner with the BLM as cooperating agencies. • The final rule retains this unique partnership and identifies new steps to collaborate with cooperating agencies. 13
