WELCOME The Aviation Department is committed to supporting the objectives of the City of Phoenix and the department’s “good neighbor” commitments to increase participation and capacity of the local business community through contract opportunities, education programs, prime engagement, business outreach and workforce development. Free informational meetings are presented to address the needs and questions of the business community. Business informational meetings are open to any firm interested in pursuing opportunities in the Aviation Department’s Parking Management Services Program .

Parking Management Services Opportunity RFP issue date: On or about February 22, 2018 - One (1) Parking Management Services Provider Contract Term: 6 years (3+1*+1*+1*) - Contract will commence on or about October 8, 2018 * 1 year options NOTE: Small Business Participation Plan is required INFORMATION SUBJECT TO CHANGE

Parking Management Services Provider Offeror/Company must have: • Five or more years managing airport parking facilities of at least 10,000 spaces and generating at least $25 million in annual gross receipts • Five or more years operating Parking Access and Revenue Control System • Three or more years operating online booking system INFORMATION SUBJECT TO CHANGE

  10. Parking Management Services Provider General Manager must have: • Three or more years managing airport parking operation of at least 5,000 spaces • Three or more years managing at least 30 full-time employees • Three or more years operating online booking system • Three or more years operating Parking Access and Revenue Control System INFORMATION SUBJECT TO CHANGE

Parking Management Services Provider (PMSP) Small Business Participation Plan(SBPP) As a part of the contractual agreement: PMSP required to submit Small Business Participation Plan (SBPP) Small Business Participation Plan: • Due within 60 days following Agreement execution • Due on the Agreement Anniversary Date  Any material changes to your Airport-Approved Small Business Participation Plan • Shall contain strategies to foster small business participation *  Include firm(s) name(s) and address(es) *Goods or Services provided by small businesses must be rendered in Phoenix INFORMATION SUBJECT TO CHANGE

Parking Management Services Provider (PMSP) Small Business Participation Plan (SBPP) PMSP Requirements • Comply with Airport ACDBE Program Plan and 49 CFR Parts 23 and 26 • Track and report all ACDBE , DBE , and/or small business participation that occurs as a result of: * Contracts * Procurements * Purchase orders * Goods/services * Or other arrangements involving sub-tier participation Data and supporting documentation must be entered monthly into the Business2Government (B2G) System at: www.phoenix.diversitycompliance.com INFORMATION SUBJECT TO CHANGE

  14. Response Evaluation and Selection 1. Proposals are reviewed for Minimum Qualifications Minimum Qualifications Not Met/Met 2. Evaluation Panel (selected by AVN Director) evaluates proposals that meet Minimum Qualifications 3. Offerors may be asked to interview 4. Evaluation Panel members reach a consensus and select the Offeror(s) for award recommendation(s) INFORMATION SUBJECT TO CHANGE
