Agenda • Provide information regarding the differences between interventions and accommodations • Describe Response to Intervention (RTI) • Discuss specially designed instruction through IDEA • Inform about 504 Plans through Section 504 of the Rehabilitation Act
Response to Intervention (RTI) • Tiered System – Tier I: Universal Instruction – Tier II: Small Group – Tier III: Smaller Group or Individualized
RTI Tiers Individual or 5-10% Small Group Instruction 10-20% Small Group Instruction 80-90% Universal Instruction
Identifying Who Needs Intervention • Universal screeners for all students – DIBELS (K-4) – STAR Early Literacy (K and 1 st ) – STAR Reading (1 st -4 th ) – STAR Math (K-4 th )
Interventions • Provided in addition to classroom instruction • Can occur in various environments • Research-based instruction • Continued progress monitoring to monitor student growth and determine intervention effectiveness • Behavioral interventions
Special Education • Individuals with Disabilities Education Improvement Act (IDEA 2004) – Federal Law which dictates how states and public agencies provide early intervention, special education and related services – 13 disability categories in which a child could receive special education services
Evaluations • Multidisciplinary team • Multi-factored • Qualifying for Specially Designed Instruction – Must meet state defined criteria – Disability must adversely impact a child’s educational performance – Demonstrate a need for specially designed instruction
Individual Education Program (IEP) • An adaptation of instructional level, content, or performance criteria • Specific goals focusing on the child’s needs • Must consider Least Restrictive Environment

504 Accommodations Plan • Section 504 of Rehabilitation Act – Civil Rights Law • Anti-discrimination document • Who is eligible? – Persons with a physical or mental impairment that substantially limits the ability to perform a major life activity – Major life activity examples: thinking, concentrating, walking, standing, breathing
