Pacific County Phase Two Variance Request
Required application components 1. Health officer’s recommendation to the Board of Health. Documentation of the vote of the Board of Health, including the motion and the vote totals. 2. Letters from all hospitals used by the county certifying their bed capacity for COVID-19 patients and PPE supplies. 3. Documentation of the vote of the county commission, including the vote totals. 4. Summary of: – COVID-19 testing site information. – Data on median number of days from onset of illness to COVID-19 specimen collection date. – Testing data for each of the previous four weeks. – LHJ’s resources to perform case and contact investigations. – Information on isolation and quarantine facilities. – Resources for supporting persons in home isolation/quarantine. – LHJ’s capacity to perform outbreak investigations in congregate living situations and workplaces.
Letter from Public Health Officer State required COVID 19 Incidence rate <10 per 100,000 population Pacific County rate (as of 5/21/2020): 4.6 per 100,000 (translates to 1 case in past 14 days)
Hospitals & Healthcare Capacity Ocean Beach Hospital and Willapa Harbor Hospitals certify that they: 1. Have adequate PPE supply for 14 days 2. Have 20% surge capacity to accommodate an increase in suspected or confirmed COVID-19 hospitalizations 3. Will continue to report daily, including weekends, all data requested by WA Dept of Health 4. No staff person will wear any one N95 respirator or surgical mask for longer than 1 shift and that they are following PPE guidance on re-use or extended use (if applicable)

Capacity: Contact Investigations • Current contact investigation capacity: 2.9FTE (Public Health Nurses) • Additional capacity available prior to June 15: 1.8 FTE • Surge capacity plan: • Clark County • Medical reserve corps • Additional health dept staff
Quarantine/Isolation Housing & Case Management Voluntary quarantine/isolation housing is available for individuals who cannot isolate at home. • Current capacity is 20 individual units and 4 cabins Case management (also voluntary) to support individuals to stay home while in isolation or quarantine is provided by Care Coordinators at the Health Dept including: • Grocery shopping • Pharmacy pick up • Connections to social services • Other services that will help the person remain home
Capacity to Perform Outbreak Investigations • Daily calls to all congregate living facilities • Education/outreach to congregate workplaces including all canneries • Mobile strike team to provide on-site testing at long term care, skilled nursing facilities, and congregate workplaces (if needed)
