The new EPBD • Recast endorsed by Council in April and European Parliament plenary on 19th May 2010 2010 • Publication in Official Journal on 18 June 2010 under reference 2010/31/EU • Implementation by Member States by two years after entry into force (second half of 2012) 4
The new Europe 2020 strategy • Successor to Lisbon strategy, agreed upon at EU Spring summit 2010 • Sustainability/Energy as one of the five headline targets : Reaffirmation of 20-20-20 target agreed in 2007: 2007: – reducing greenhouse gas emissions by 20% compared to 1990 levels – increasing the share of renewables in final energy consumption to 20% – and moving towards a 20% increase in energy efficiency • Member States will set national targets to underpin headline targets 5
� Economic Recovery Programme � Commission adopted on 31 May 2010 an amendment to the Economic Recovery Regulation (EC) No 663/2009, now in co- decision with aim to endorse by July � 114 million € to be transferred to RES/EE � � Beneficiaries will most likely be municipalities and regional/local Beneficiaries will most likely be municipalities and regional/local authorities � Facility shall be implemented by one or several IFI � Eligible are: public and private buildings, CHP and district heating/cooling networks, decentralised RES embedded in local settings, clean urban transport, smart grids, efficient street lighting, and smart metering. 6
� IPEEC � EU became a member in January 2010, 16 members so far � Six task groups will be created, one of them the SBN (Sustainable Building network) � SBN hold first steering committee meeting in Washington in May 2010 � Priority issues for SBN: Zero energy buildings, Existing buildings and tropical architecture � BUILD UP interactive web portal will be linked to the SBN web portal 7
� The Energy Efficiency Strategy � To be published end 2010/early 2011 � Will provide for a long term strategic framework � Buildings, in particular the existing building stock, will be key element � Also in the pipeline: European Energy Action Plan 2011- 2020 and 2050 decarbonisation scenarios (consultations ongoing) 8
