Moving from unsafe sanitation to safe sanitation through Summary collective behavior change in Meghalaya, India • Then : Up to 2009 prevalence of unsafe toilets , fixed point defecation , supply driven , department driven , top-down approach – unworkable. • Now : In 2009, in partnership with Water and Sanitation Program (WSP) on CLTS mode Government of Meghalaya shifted to community led and demand driven decentralized approach targeting collective behavior change at community level vis-à-vis earlier individual household level . The approach shifted to strengthening institutional set-up , capacity building of the district teams and inducing behavior change by incentivizing the outcomes reinforced with community monitoring. • Results : As a result of ceaseless efforts from the state and the district administration the toilet coverage ( safe toilets) in rural Meghalaya increased to 70 % as on end of December 2013 from near nil figures of 2004-06. Barriers/Challenges as identified • Hilly & inhospitable terrain , & lack of approach roads made worse by armed insurgency & law and order challenges • Poor access to services & ‘fatalism’ of indigenous tribal societies • Absence of representative Gram Panchayat institutions due to Sixth Schedule of the Constitution of India • Weak capacities of the traditional village institutions & entrenched traditional mindsets Knowledge Sharing Forum What works at scale?
