What is the REVC? The Radiological Emergency Volunteer Corps (REVC) is a statewide organization of emergency response volunteers trained to support local, regional, and state requests in response to radiological emergencies.

REVC Timeline • March 2012 – Received support from NCRPS, NCEM, NCPH, and NCOEMS • April 2012 - Established as a CRCPD pilot project • October 2012 – Developed pilot training program with support from Wake Co. EM • January 2013 – Conducted first training session with support from the CAPRAC/CHPC • March 2013 – Participated in first RCCC rehearsal at Sanderson High School in Raleigh • May 2013 – Participated in first FEMA RCCC Evaluation exercise • April 2014 – Established REVC credential in the State Registry of Volunteers (ServNC) • July 2014 – Established Bylaws • January 2015 – Developed Training SOG • March 2015 – Developed Radiological Information and Control SOG • May 2015 – Drafted REVC SOG & Responder Manual • February 2016 – Established as an Medical Reserve Corps (MRC) unit

Mission & Goals Mission: To respond to radiological emergencies and events in support of local, regional, and state requests for setup and staffing of radiation screening/monitoring stations, in particular at designated reception and congregate care centers. Goals: 1. Provide trained personnel to assist emergency response agencies during radiological emergencies. 2. Establish and maintain trustworthy relationships with local, regional and state emergency response agencies. 3. Establish a credentialed and well trained workforce of volunteers in radiation-type responses.

Where does the REVC work?

How does the REVC work? • A radiological event/incident occurs at the local or regional level that overwhelms local or regional emergency response capabilities. Incident occurs • Established Incident Command (IC) representing jurisdiction and the local nuclear power facility anticipates a need for monitoring support and activates existing mutual aid or similar agreements (e.g. county-to-county mutual aid agreements). If the mutual aid support Local ES & Power is not adequate or available, IC contacts local Emergency Management with the request for support. Facilities • Based on the identified needs, local Emergency Management contacts the appropriate Regional Coordination Center (RCC) to request Local and coordinate monitoring support from the REVC through the ESF-8 Desk/REVC Coordinator via WebEOC. Emergency Management • RCC fills the support request if REVC assets have been pre-deployed to the RCC, or forwards the support request to the State Regional Emergency Response Team (SERT) at the State Emergency Operations Center (SEOC) for review and approval. Coordination Center SEOC/SERT • SERT reviews the support request with the ESF-8 Desk/REVC Coordinator to approve action. • Per the approved request, the ESF-8 Desk/REVC Coordinator will notify the RCC that the request will be filled and formally notify the appropriate REVC Team Leader to activate and deploy via the NC TERMS system. How does the REVC work? • County Emergency Managers: Request REVC support using established resource request procedures through WebEOC. • REVC Coordinator: Receives and coordinates the resource request at the ESF-8 Desk. Determines team composition, notifies REVC volunteers of the mission, and activates the selected REVC Team through NC TERMS. • REVC Team: Receives mission, deploys to the designated staging area or Reception Center. Reports for duty to RC incident command. • Team Leader: Sets up and/or operates the assigned population monitoring area and provides oversight of the REVC team. • Team Specialist: Assists the Team Leader with the set-up and operation of the assigned population monitoring area.

Why the REVC? • A pool of trained volunteers available to respond in support of Reception Center operations statewide • On-scene radiological technical support for Reception Center operations • Augmentation of jurisdictions ability to maintain Reception Center operations • Low cost, high value resource • A tested resource looking for additional opportunities to prove itself

Highlights & Moving Forw rward What we have done: • Continued to develop relationships with EPZ counties through integration with Catawba and Brunswick Task Forces • Worked with Task Force partners and NCEM to provide multiple training opportunities (10) since the last Annual Training • Expanded REVC membership from 66 to 75 volunteers through outreach statewide • Continued to demonstrate impressive response times and the readiness of REVC members to deploy within expected timeframes What we plan to do: • Improve REVC volunteer response and response times to alerts and activations • Recruit additional REVC volunteers • Strengthen partnerships with REP Task Forces and host counties to further integrate the REVC statewide
