  3. Purpose • To inform you of the new partnership arrangements for Newport, to be implemented June 2012. • To acknowledge the success and achievements of current partnership arrangements • To explain why and how we will review and implement the new arrangements

  4. Why? • Recent developments such as the Unified Needs Assessment, Community Strategy and Single Integrated Plan have highlighted the potential to explore closer working relationships between partnerships • Welsh Government draft statutory guidance ‘Shared Purpose – Shared Delivery’ outlines two key principles: 1. Development of a single, integrated plan to replace existing plans by 1 April 2013 2. Rationalisation of partnership arrangements to deliver against this agenda

Drivers for Change • Greater clarity on role of Local Service Board • Provide a more coherent framework for delivery of services • Reducing complexity and duplication • Improving outcomes and delivery • Strengthening accountability, scrutiny and performance management • Support the development of a Single Plan • Centralised Partnership Support Team

Unified Needs Assessment • Second edition of UNA - more detail and analysis to meet needs of community safety planning • Provides a robust evidence base to develop Single Plan • Format is based on current outcomes in the Community Strategy, using a RBA approach • Welsh Government draft guidance states “it is the role of the LSB to use its local needs analysis to determine which will be the highest priorities for local action. There is an expectation from the Welsh Government that a single integrated plan should be underpinned by a single needs assessment, but this should be viewed as part of a more innovative and thorough approach to evidence and analysis.”

  9. Single Plan Awaiting statutory guidance from Welsh Government. Single Integrated Plan to be published 1 April 2013. Single plan to include: – Vision (long term vision for local area) – Analysis (based on UNA) – Action Plan (priority outcomes and clear action plan) – Enabling Strategies (information & engagement) – Assurance (governance, PM, scrutiny)

Key Principles • Focus on Results Based Accountability (RBA) approach • Task & Finish focused approach • Reduction in the number of partnerships, sub groups and meetings • Establish purpose of groups/meetings – not for information sharing • Ensure appropriate group membership – understand their roles • LSB organisations’ core business remains – LSB is a forum to inform and add value • Statutory responsibilities lie with the LSB • Commitment to share information & resources • Commitment to explore joint commissioning opportunities • Development of a wider communication and engagement strategy • Consider cross LSB collaboration where opportunities arise • Performance Management Framework is essential • Collect once, report numerous times
