NZS 6806: 2010 Acoustics – Road-traffic noise – New and altered roads AN OVERVIEW NZTA WORKSHOPS – AUGUST AND SEPTEMBER 2010 Rob Hannaby – Senior Environmental Specialist Highways and Network Operations Professional Services
NZ LEGISLATION o Land Transport Management Act (LTMA) 2003 ‘contribute to an affordable, integrated, safe, responsive, and sustainable land transport system’ ‘improves social and environmental responsibility in land transport funding, planning and management’ o Resource Management Act (RMA) 1991 ‘seeks to promote sustainable management of natural and physical resources requires avoiding, remedying or mitigating any adverse effects of activities on the environment’
NZ POLICY Government Policy Statement NZTA State Highway Environmental Plan NZ Transport Strategy NZTA Statement of Intent
WHY DEVELOP A STANDARD? o Public health issue o No National Environmental Standard o Part of a package of work approved by Government in 2006 o Intended to address land transport noise in an integrated manner
SITUTATION UPTO APRIL 2010 Transit NZ Guidelines for the Management of Road Traffic Noise 1999 o De facto national standard o Applies to state highways only o Based on ambient noise + criteria o Challenging criteria for new roads where low ambient noise o Lack of integrated design leading to debatable value-for-money solutions
NZS 6806 DEVELOPMENT COMMITTEE
OUTCOME STATEMENT This Standard will assist road controlling authorities, developers, and consent authorities to manage the effects of road traffic noise from new and altered roads through the provision of consistent procedures and requirements for the measurement, prediction, assessment and mitigation of such noise. This will help to achieve quicker and consistent decision- making nationally.
SCOPE o New and altered roads but NOT existing roads o State highways and local roads o Addresses adverse effects of road traffic noise on people o Consistent procedures for the measurement, prediction, assessment and mitigation of road traffic noise o Should be cited in RMA planning and policy documents
NZS 6806: 2010 ACOUSTICS – ROAD TRAFFIC NOISE – NEW AND ALTERED ROADS Published 30 th April 2010 o o Process based standard o Based on concept of ‘Best Practicable Option’ o Three categories of noise criteria
LIMITATIONS o Existing roads (not being altered) o Roads with AADT < 2000 vpd o Maintenance works X o Construction noise o Individual vehicle noise o Protected premises and facilities; > 100m from road edge in urban areas and > 200m from the road edge in rural areas
ROAD TRAFFIC NOISE DESCRIPTOR L Aeq(24hr)
NZS 6806:2010 – NOISE CRITERIA
BEST PRACTICABLE OPTION C B A
DEFINITIONS
NEW ROAD Any road which is to be constructed where no previous formed legal road existed……. includes the formation of any previously unformed legal road
NEW ROAD – NOISE EFFECTS 70 60 50 LAeq(24h) 40 30 20 10 0 Before After New road must cause current ambient noise level to increase by at least 3 dB L Aeq(24h) at design year without mitigation
ALTERED ROAD o Existing road subject to alteration of horizontal or vertical alignment o Excludes; Resurfacing Surface treatment Rehabilitation
ALTERED ROAD – NOISE EFFECTS o Road traffic noise at design year must be either: >= 64 dB L Aeq(24h) and alterations increase noise without mitigation by 3 dB L Aeq(24h) or; >= 68 dB L Aeq(24h) and alterations increase noise without mitigation by 1 dB L Aeq(24h) www.acoustics.nzta.govt.nz
PROTECTED PREMISES AND FACILITIES Residential properties Schools Hospitals Marae Hotels and motels
ASSESSMENT AREA All protected premises and facilities in an urban area within 100m; or rural area within 200m; of the edge of the closest traffic lane of the new or altered road
ASSESSMENT POSITION
DESIGN YEAR Between 10 and 20 years after opening of new road or altered road
STRUCTURAL MITIGATION
BUILDING MODIFICATION MITIGATION
STRUCTURAL MITIGATION PERFORMANCE
CLUSTER
MONITORING o Based on requirements of NZS 6801: 2008 ‘Acoustics – Measurement of environmental sound’ o Specific requirements for measuring: Road traffic noise Ambient sound Internal noise (based on ‘standardised level difference’ method described in ISO 717-1:1996)
PREDICTION o Based on UK methodology ‘Calculation of Road Traffic Noise (CoRTN) adjusted to NZ condition o Roading project noise models should be verified against measured noise levels (± 2 dB)
ASSESSMENT PROCESS 1. Does the standard apply? 2. What are the relevant noise criteria? 3. Is mitigation required? 4. Develop mitigation options 5. Determine best practicable mitigation option
OPTION DEVELOPMENT Option Mitigation No. 1 Low noise road surface and noise barriers 2 Noise barriers and acoustic insulation 3 Low noise road surface, noise barriers and acoustic insulation
ACOUSTICS OPTION ANALYSIS Option 1 Option 2
BENEFIT-COST OPTION ANALYSIS 2.00 1.50 Cost Comparison 1.00 Costs Insulation 0.50 Costs Barriers Costs Road Surface $3,000,000.00 0.00 Option 1 Option 2 Option 3 Option 4 $2,500,000.00 Benefit-Cost Ratio $2,000,000.00 Comparison NZ$ $1,500,000.00 $1,000,000.00 $500,000.00 $0.00 Option 1 Option 2 Option 3 Option 4
MULTI-DISCIPLINARY OPTION ANALYSIS o Options reviewed and rated by a range of specialists, e.g. visual, urban design, safety, heritage, etc. o Options ranked o Preferred [best practicable] option identified
DESIGNATION CONDITIONS o ‘Future Build / Route Protection’ designation Conditions likely to require NZS 6806 process to be repeated closer to construction as part of Outline Plan of Works process o ‘Build’ designation Condition likely to detail form of best mitigation option Variation process will need to be included
NZTA POLICY o NZS 6806: 2010 adopted with immediate effect o Subject to two year value-for- money monitoring period
NZS 6806: 2010 v TRANSIT NOISE GUIDELINES o New roads developed in urban areas – costs are likely to reduce. o Major alterations to existing roads in urban areas – costs are likely to increase.
