What is Operations? “ An integrated program designed to make the best of existing highway infrastructure through provision of systems and services that preserve and improve performance” -AASHTO Definition of “Operations”
How can an Operations Plan Help? • Assist in identifying technologies and institutional arrangements that allow transportation systems to operate more closely to their maximum design intent in terms of: – Capacity – Speed – Safety – Navigation – Logistics – Convenience for the User • The Operations Plan is not used for deployment, it is used for programming.
Why is Operations I mportant? • To improve Safety – Approximately 20% of incidents occur as a result of primary incidents* – Secondary incidents cause additional congestion and can distract emergency response crews from attending to the primary incident * FHWA Office of Operations, Traffic Incident Management Brochure, April 2004

Northwest Regional I TS Architecture • Represents the ITS Architecture for Northwest PA region which includes 7 counties • Resource document to assist in defining a regionally-integrated surface transportation infrastructure • A framework for identifying and evaluating prospective solutions to the transportation problems

Transportation Systems Operation Plan • Purpose – To set the statewide direction for projects in Intelligent Transportation Systems (ITS) and operations • Key Priorities – Four Goals: • Build and Maintain a Transportation Operations Foundation • Improve Highway Operational Performance • Improve Safety • Improve Security

Key Actions of TSOP • Provide and support foundational transportation operations uniformly in all engineering districts • Provide consistent interstate incident response on all sections of the interstate system • Share incident information for all hazards among state, federal, and responsible regional/local emergency management agencies • Manage the transportation system cost-effectively through linked management centers, sized to suit regional needs
Key Actions (cont.) • Use standard incident management and reporting software and device control software in every TMC • Manage traffic signals actively during incidents on key corridors • Improve arterial performance through inter-municipal traffic signal operation and maintenance agreements • Use and improve metrics to manage operations and guide planning and funding • Provide effective programs and services through properly trained and classified staff and balanced use of consultant support

What is a Regional Operations Plan? • Extends Statewide Transportation Systems Operations Plan (TSOP) to the regional level • Defines the strategic transportation operations program for the region • Expands cooperative relationships between regional transportation operators and planning partners • Achieves uniformity and compatibility across regions
ROP Overview • Northwest PA Region includes: – Clarion, Crawford, Erie, Forest, Mercer, Warren, and Venango Counties. • ROP purpose is to keep Operation concepts for the region in line with plans for the entire state • Lays out the region’s short-term and long-term approach to transportation operations
ROP Overview • First stage in operations planning • ROP output will be used in the 2009 TIP • The ROP should be developed and adopted by all regional planning partners on or before July 31, 2007 • The ROP will be updated every two years • PennDOT BHSTE is providing the resources to support the ROP development
