NMVTIS ISSUES AS DEFINED BY TXDMV Time and expense to convert NMVTIS from the state level to the county level, if allowed. Through research, it is highly likely that these functions are not allowed at any other level than at the state level. Per TxDMV , could take months if not years to convert if allowed. Information presented today via batch reports would be presented to county staff requiring each staff member to fully understand each NMVTIS error. Time efficiencies would be lost at the county level due to explanation of NMVTIS errors, customer would be required to resolve errors and return to the county once the transaction could be completed. For instance an incorrect VIN entry would generate an error that may not be realized until the end of the transaction. This would cause the clerk to back out of the transaction to make the correction.
ISSUES AFFECTING THE COUNTY IF NMVTIS PERFORMED AT THE POINT OF SALE Timeliness of transactions when explaining to customers what NMVTIS is, the error received and the corrections that must be taken to repair the item. Counties may be required to send letters to customers/other states to clean up NMVTIS rather than TXDMV . Clerk evaluation of error would be required at the time of transaction-time in training of staff and training of new staff with turnover will be a factor. “Real-time” processing could result in errors that currently are being handled directly by TxDMV , without the involvement of the local tax assessor collector office.
ADDITIONAL CONCERNS There is a question as to whether NMVTIS is accessible to non-law enforcement and non- state level personnel. Pursuant to the AAMVA* Policy Document. The AAMVA Guiding Principles indicated state(s) are to process data. The state program can be flexible to meet the Dept. of Justice regulations with either full or partial integration of NMVTIS. *AAMVA is the American Association of Motor Vehicle Administrators.
