NID RW Acquisition Process • Project design indicates needed parcel or easement areas: • Independent appraisal to determine “Just Compensation” • “Written Offer” to owner • Discussion with owners • Address owner’s project concerns • Owner contemplates offer and consults advisors • Owner may obtain 2 nd appraisal – NID to reimburse
NID RW Acquisition Process • If offer is not accepted, owner will have opportunity to review concerns to committee and Board of Directors. • Committee and Board of Directors will focus on these issues: • Necessity of the project; • Project designed for greatest public good with the least private harm; • Proposed acquisition is needed for the project; • Offer process has been followed.
NID RW Acquisition Process • Anticipated timeline for acquisitions • Appraisal Reports complete – June 2013 • “Written Offer” to owner – July 2013 • Owner’s discussions with RW Agent, Review and 2 nd appraisal ‐ August/September 2013 • Acquisitions completed – September/October 2013
