  3. Developments in Congress  115 th Congress  The House passed H.R. 3388, the SELF DRIVE Act, by voice vote in Sept. 2017. The Senate Commerce Committee reported S. 1885, the AV START ACT, out of committee, however it did not move forward due to concerns regarding rulemakings, exemptions, cybersecurity, and preemption.  116 th Congress  The Senate Commerce Committee and the House Energy & Commerce Committee have solicited feedback from stakeholders on staff-draft legislation, however no legislative proposals have been introduced yet.  H.R. 2, the Moving Forward Act, included a requirement for ADAS technology on all new vehicles and minimum performance standards, but did not address other core AV issues.
