Purpose of Annual Handicap Review Meeting… To achieve a consistent approach from our clubs in the District/Country To learn from and share experiences with other clubs To remember handicapping is not an exact science To realise the software will only tell us so much To review AHR documentation/process Address queries of Handicap Secretaries & their committees 3
Definition of Annual Handicap Review… The Annual Review is an essential part of the handicapping process It is an Audit procedure whereby the Handicap Committee assesses annually the handicaps of ALL members so that it is satisfied that players’ handicaps reflect, as far as is practicable, their current playing abilities It cannot be over-emphasised that uniformity can only be achieved if all Handicap Committees apply the same basic principles in the same way To ensure uniformity in club handicapping, the Handicap Committee need to conduct the Annual Review in a structured timely manner 4
Annual Review Report Generated by Competition Software Report can be generated from Nov.1 – ensure Golfnet has been updated before generating report Report is designed to ASSIST the Club’s Handicap Committee carry out the Annual Review Process Report merely identifies players who POTENTIALLY require a handicap adjustment Players listed in the Report should NOT receive an adjustment automatically – Handicap Committee must carefully consider each individual The full handicap record of a player should be examined before any decision is reached Reductions should be a reward for good play - not a punishment for winning prizes Adjustments must be made and the Player notified before Dec.31 – can be made once you receive approval from your Advisor Adjustments must also be uploaded to Golfnet before Dec.31 5
Annual Review Report continued… Report ONLY considers downward adjustments for players who have returned 3 or more Qualifying Scores Report ONLY considers upward adjustments for players who have returned 7 or more Qualifying Scores Players who have returned fewer than 3 Qualifying Scores may require adjusting Such adjustments should be based on performances (probably 3 or more) in other forms of competition e.g. match play or four-ball or non-Qualifying competitions Appendix M (Guidelines for Annual Review/General Play Adjustment) of the UHS Handicap Manual should be followed when conducting the Review (page 77) 6
Upward Adjustment… Impaired golfing ability resulting from extended illness or injury A player should have three scores reflected on her Handicap Record as evidence to support an increase The need to correct a handicap that was allotted at an inappropriate level It is equally as important to identify players of declining ability as it is to identify those of improving ability Increasing Age on its own is not an acceptable reason 7
Downward Adjustment… The majority of regular playing members will have appropriate alterations applied by the system and will not require further adjustment Noted good playing performances in 3 or more non-qualifying competitions such as Mixed Foursomes, Four-Ball Better Ball, Corporate or Society Days, Am-Ams, Pro-Ams & Classics, Matchplay Events (Individual & Team) by a player who otherwise may not participate with any regularity in Qualifying Competitions (remember General Play Adjustment) District & National Finalists who have not had appropriate downward adjustments throughout the year ESR (Exceptional Scoring Reduction) caters for the return of a series of good scores in Qualifying Competitions within a short time frame 8

And finally…few reminders… Golfnet – non compliance with uploading to Golfnet will get you a phone call from HQ as this is essential to maintaining your status as a Handicapping Authority Clause 23(B) General Play Adjustment – use in the period between Annual Reviews Increases always need approval from your Advisor Clause 8 – Player Responsibilities – remind members at the beginning of each season AWAY & Non-Qualifying Scores Return Form – needs to be available to members at all times If any Club Handicap Committee wishes to submit data to CONGU that they consider would be helpful, they can do so via their Advisors 10
