Request for Proposals Professional Development Adult Education and Family Literacy Act (AEFLA)
Adult Education Adult Education is an integral component in Nevada’s human service and educational system, effectively responding to the needs of adult learners. Our mission is to provide responsive, quality educational opportunities that will enable our students to achieve their work, civic, family, and personal goals.
Adult Education Adult Education provides services to assist adults to obtain the skills necessary for employment and economic self-sufficiency. In general, programs funded through AEFLA target adults who: • lack sufficient mastery of basic educational skills to enable them to function effectively on the job, in the family and in society; or • do not have a secondary school diploma or its equivalent level of education; or • are unable to speak, read, or write the English language.
Adult Education The role of adult education has expanded in the last several years and will continue to expand under the implementation of WIOA. • More focus on transition to postsecondary education • Greater focus on career readiness and transition to employment • Integrated Education and Training
Adult Education Adult Education in Nevada is funded through the Adult Education and Family Literacy Act (AEFLA) and a Nevada State appropriation. Up to 12.5% of federal funds may be used for Leadership activities and staffing.
Adult Education WIOA Title II AEFLA Section 223 requires using leadership funds for four mandatory activities. 1. The alignment of adult education and literacy activities with other core programs and one-stop partners 2. The establishment or operation of high quality professional development programs to improve instruction 3. Technical assistance to eligible providers 4. The monitoring and evaluation of the quality of, and the improvement in, adult education activities and the dissemination of information about promising practices.
Adult Education In addition to 4 required activities there are 13 permissible activities. State leadership is primarily focused on the following: • technology applications • IET with English language • developing/disseminating instruction curriculum • teacher quality and • integrated education and retention training (IET) • adult learners with • assisting eligible providers to disabilities meet performance targets • outreach to instructors, • transition to postsecondary students, and employers
Adult Education The successful applicant(s) will • provide consistent, research-based, and best practices training; • provide technical support to AEFLA providers to drive program improvement; • and assist and support NDE staff in WIOA implementation and other new initiatives. NDE seeks to establish an effectively managed PD system that responds to national and state requirements and guidelines.
PD System Evaluation The successful applicant(s) must be prepared to evaluate the effectiveness of professional development activities using data on program performance and improvement.
