Development of Vocational Education in the South Caucasus MAIN TARGETS: 1. Establishment of the monitoring portal • May 2017 – November 2018 • based on www.ask.org.az website • Members of AEC – 100 institutions • Information on vocational education and institutions 2. Conduction of “Open doors” day in institutions • Pupils and students of the secondary and primary vocational education institutions 3. Occupational measures • Establishment of the independent test center • Promotion of entrepreneurial thinking 4. Public awareness on importance of participation of private sector in vocational education
AEC suggests: • Expansion of public-private partnership and cooperation • Transmission of certain obligations of the vocational education system to entrepreneurs (e.g. Equipment supply of Vocational Education Entrepreneurs) • Establishment of appropriate legal framework for «Pupil Contract» • Stimulation mechanisms for participation of entrepreneurs in the education and expertise process • Inclusion of vocational subject into the curriculum of the secondary schools • Establishment of the Certification Commission • Employer • Trade Union on the area and field • Vocational public associations • Ministry of Education
AEC suggests: «PUPIL CONTRACT» • Specially trained guardians are assigned in the EDUCATION institution INSTITUTIONS • The student goes to work 2-3 times a week • Wages are exempted from income tax and social insurance payments • The contract is signed before the student enrolls in the educational institution Employer Student • The guardians are rewarded by the educational institution for the number of students
