The Panel’s Role The Panel’s role is to advise the Mayor on actions to: • Provide strategic investment to support private sector growth and employment in London; • Promote enterprise and innovation; • Promote the acquisition of skills for sustained employment in London; and • Protect and enhance London’s competitiveness.
Funding Advising the Mayor on actions to provide strategic investment to support private sector growth and employment in London Growing Places Fund - £111m London Growth Fund - 2 projects within South London, 1 in West London, 2 in North London and 1 in East London being considered for GPF funding; Total of £37m allocated for key infrastructure projects with further scope for match funding and additional funding sources. Includes: Super-connected cities - £1.5m proposed towards the £25m grant from the Urban Broadband Fund awarded to the GLA; A further £50m to support delivery of the Panel’s strategy Other LEP funding streams announced by Government (e.g. City Skills Fund) Business rate uplift in the Royal Docks Enterprise Zone

The Skills & Employment Working Group Funding: • £500k City Skills Fund • GPF Terms of Reference: • Championing skills in London and to propose priorities for skills training in London (age 14+) • Make recommendations to the London Enterprise Panel on issues related to skills and employment in London including improving efficiency and effectiveness of existing skills and employment provision in London • Make recommendations to government on behalf of business, the Mayor, Boroughs on issues related to skills and employment in London
The Skills & Employment Working Group Emerging Priorities: • Create a World Class Skills & Employment System driven by employers • Encourage Employer engagement across the skills agenda • Make sure that Londoners are properly prepared to use the pathways to get in and move on at work
Digital Creative, Science and technology
Creative Digital, Science, & Technology Working Group Proposed Membership structure: • Co-Chairs – Nick Turner, LEP Member and one other member of the working group as agreed by the Co-Chairs of the LEP; • LEP Members – Sir William Castell LVE, Chairman Wellcome Trust; • 4 business representatives, • At least 3 representatives of London’s research base; • 1 central govt policy maker1 London inward investment expert; • 1 senior Local Authority representative • Other experts, subject to discussion areas, to be invited by the Group co-Chairs as required.
Creative Digital, Science, & Technology Working Group Emerging Priorities: •Maximise the economic impact from London’s research base; • Business growth and entrepreneurship; • Promotion; and • Working with other LEPs. The focus of the Group’s activity will be on high tech sectors of London’s economy, including (but not exclusively): • Manufacture of basic pharmaceutical products and pharmaceutical preparations • Manufacture of computer, electronic and optical products • Motion picture, video and television programme production, sound recording and music publishing activities • Programming and broadcasting activities • Telecommunications • Computer programming, consultancy and related activities • Information service activities • Scientific research and development
Supporting Micro, Small & Medium Enterprises
SME Business Working Group Proposed Membership structure: • Co-Chairs – Kit Malthouse, Deputy Mayor for Business and Enterprise. Stephen Howard, Chief Executive of Business in the Community; • LEP Members – Sue Terpilowski, Chairman London Policy Unit at Federation of Small Businesses; • Senior Local Authority representative; • Employers or senior private sector business representatives from the SME community; • Business support organisations representing their members; • Access to finance organisations representing their members; • Affordable workspace incubator/Accelerator organisation representing their members; • Senior expert advisor with a detailed knowledge and understanding of the SME community at a local, regional and national level; and • Other ex officio or co-opted experts and officers as appropriate.
SME Business Working Group Funding: • GPF Proposed Terms of Reference: • Championing Small and Medium Enterprises (SMEs) in London and propose priorities and actions for supporting the growth of micro enterprises and SMEs in London; • Make recommendations to the Panel on issues related to the growth and long term sustainability of London micro enterprises and SMEs; and • Make recommendations to Government on behalf of businesses, the Mayor and Boroughs on issues related to growth of micro enterprises and SMEs. Emerging Priorities: • Small business access to finance; • Supporting high growth of SMEs; and • Workspace, premises and High Streets.
Next Steps • January – March 2012: Consultation with stakeholders re LEP strategy for jobs and growth: • March/April 2013: Strategy for jobs and growth launched • April 2013 – May 2016 – Implement strategy through investment, enabling and influencing activity.
