What is LAMP? Local Agriculture Market Program USDA- Agricultural Marketing Service USDA- Rural Development Value Added- Producers Farmers Market Regional Food Program (VAPG) and Local Food System Partnership Promotion Program (RFSP) Program (FMLFPP) FMPP LFPP
What is the Farmers Market and Local Food Promotion Program? • Reauthorized by the 2018 Farm Bill under the new Local Agriculture Market Program (LAMP) • “To develop, coordinate, and expand direct producer to consumer markets and local and regional food business enterprises that act as intermediaries between producers and consumers with the goal to help increase access to and availability of locally and regionally produced agricultural food products” Agricultural Marketing Service https://www.ams.usda.gov/services/grants Page 4
FMPP vs. LFPP • FMPP: PP: producer-to-consumer direct marketing activities. • LFPP: PP: intermediary (non-direct-to-consumer) food business enterprises that process, distribute, aggregate, and/or store locally- or regionally-produced food products. • $11.5 million available to support each program Agricultural Marketing Service https://www.ams.usda.gov/services/grants Page 5
Changes to FMLFPP • Both FMPP and LFPP require 25% match of the total Federal al porti tion n of the grant. • Food Councils are now eligible entities. • New eligible activities: reduce on-farm waste and food safety. • Limit amount of $6,500 for upgrades to equipment to improve food safety. • Expand direct producer-to-consumer definition to include direct to retail, direct to restaurant and direct to institutional marketing.
Steps of the Review Process 1. Initial Qualification Screening 2. Technical Review 3. Administrative review
