  19. Lake Shamineau High Water Project (5.26.18)

  20. Lake Shamineau Lake Improvement District Crookneck Lake Association Meeting 5/26/18 High Water Project Need and Overview Possible Effect on Crookneck Lake ◦ Cindy Kevern LSLID Board Member Project Timeline and Next Steps Summary ◦ Rick Rosar LSLID Board Member Questions and Discussion

  21. Lake Shamineau High Water Project Project Purpose and Need ◦ The purpose is to establish a maximum operating level of Shamineau Lake for economic and natural resource benefits. ◦ The need for the project is to reduce future property damages, shoreline and riparian damages, reduce property owner costs, and provide more efficient strategic planning abilities for the LID, County and State.

  22. Project Overview To satisfy the purpose and need statements recommend a permanent lake outlet ◦ Pumped requirements ● Topography, design discharge and filtration ◦ Reestablish westerly flows of surface water south of Morrison CR 203 Increasing 20 year rainfall data charging groundwater source; primary source of highwater on Shamineau ● Normal annual rainfall (1981-2010) = 28” ● More recently = 1991-2016 2007-2016 2011-2016 2012-2016 30.05 32.49 33.49 34.31

  23. Project Overview

  24. Project description Project Need ◦ Approximately 400 parcels and over 10 miles of riparian shoreline will benefit from the proposed lake outlet project ◦ Lakeshore owners reported an estimated amount exceeding $1.23 million in expenses to mitigate damages resulting from the high lake level conditions. ◦ Flooding of structures, septic systems, well water systems, public infrastructure and other physical property interests adjacent to Shamineau Lake ◦ Shoreline damages due to significant variance of high water levels and ice jacking ● include soil loss, lack of established vegetation, wildlife habitat destruction, tree loss, negative impacts to nesting and riparian habitat sustainability. ● Stable water levels are critical to the success and sustainability of waterfowl habitat and nesting ◦ Lakeshore management difficulties, repair costs, and maintenance efforts including future dwelling construction/planning, management of public and private boat landings and private docks, ice jacking effects, and recreational beach limits ◦ Maintain consistent property values for economic interests of all lakeshore properties

  25. Alternatives Evaluation Alternative 1 – Do Nothing ◦ Social, Economic and Environmental Review can take several years ● Delay could create expedited project and inefficiencies if water continues to rise, and a solution is developed under significant time constraints. Alternative 2 – Northeast Bound Outlet ◦ Significant fishery issues and high project cost (MnDNR) Alternative 3 – Southwest Bound Outlet ◦ Appears most likely historic outlet and appears practical alternative Alternative 4 – Property Buyout ◦ Economics are less desirable than Alternative 3 ◦ Lack of permanence for future rising lake levels ◦ No known homeowners requesting a buyout ◦ Reduced tax base ◦ Does not address shoreline and habitat stability

  26. Alignment and features

  27. Environmental interests ▪ Cursory review of the following Social Economic and Environmental Items ▪ Receiving and Adjacent Waters ▪ Lakes, rivers, streams, wetlands ▪ Water Quality ▪ Channel or waterbody capacity ▪ Lake Levels ▪ Wildlife ▪ Plants, animals, fisheries ▪ Threatened endangered ▪ Cultural Resources ▪ Historical and Archaeological ▪ Public Facilities ▪ Highways, roadways, drainage systems

  28. Environmental interests ▪ Cursory water quality review of potential receiving water bodies ▪ Fish Trap Creek, Long Prairie River and Crow Wing River ▪ Fish Trap Lake data was used for Fish Trap Creek ▪ No data for Lena Lake, Cass County Lake, Fish Trap Creek ▪ The water quality in Shamineau Lake is either better than the water quality in these downstream waterbodies or meets the water quality standards of the constituents analyzed ▪ Further analysis will be conducted, but no apparent red flags were identified

  29. Environmental interests ▪ Invasive Species ▪ Lake Shamineau is documented and listed as infested waters for Eurasian Watermilfoil ▪ This is a critical item and will require mitigation ▪ Mechanical filters or other methods will be investigated for effectiveness and economics to prohibit downstream infestation ▪ Operating Plan ▪ Developed early in the process as part of environmental permitting to balance drawdown interests while minimizing risks of impacts downstream ▪ Capacity issues, habitat, private property, other interests

  30. Project Description Lake Outlet ◦ Pump water at 20 cfs (9,000 gpm) ◦ Wet well and Intake Structure ◦ Dual Pumps – 3 phase motors ◦ Mechanical Filter – EWM ◦ Electric and Controls Piping ◦ 30” Forcemain ◦ 24” Bored Culvert – gravity ◦ Various Culverts ◦ Outlet Structure Ditching ◦ Excavation and Channelizing Hydrology modifications south of CR 203 ◦ Culverts and Ditching

  31. Possible Effect on Crookneck Lake

  32. Possible Effect on Crookneck Lake There is a correlation between the water levels on the two lakes Reducing water level on Lake Shamineau may reduce water level on Crookneck

  33. Project Timeline and Next Steps ▪ Shamineau LID Board approved moving forward on April 21, 2018 at the conclusion of a Public Hearing ▪ Next Step is to gain County Board Approval in Summer/ Fall 2018 ▪ Phase 1 – Environmental and Permitting ▪ Estimate 3 to 9 months ▪ MnDNR Waters Permit ▪ MN Wetland Conservation Act ▪ USACOE - Federal Clean Water Act (Section 404) ▪ Coordinate project with Morrison County local water plan ▪ Todd County Drainage Authority ▪ Road Authority Permits ▪ MPCA ▪ SHPO – Historical and Cultural Reviews

  34. Project process ▪ Phase 2 – Right of Way Proceedings ▪ Estimate 3 to 6 months ▪ Phase 3 – Design, Plans and Specifications ▪ Estimate 4 months ▪ Phase 4 – Bidding and Financing ▪ Estimate 2 to 3 months ▪ Phase 5 – Construction Operations ▪ Estimate 10 months ▪ Estimated Earliest Timeframe of Operation is 2020
