How should the Crown recognise, give effect, promote and support Ngati Porou whanau & hapu maintain our mana whakahaere mo o tatau Wai? Nga hua; 1. Fulfil their obligation as expressed by the Prime Minister in his Media Statement of September 2012. 2 Negotiate with Ngati Porou our Rights and Interests in our Wai using a similar or improved process to that which the Crown used for our Takutaimoana. - Negotiate a Ngati Porou hapu Rights and Interests Deed mo te Wai 3 Enshrine Te Mana o Te Wai as the overarching principle in the 3 National Freshwater Policy Statement and in the National Objectives Framework.

We maintain, affirm and assert our relationship and association with the Wai by; * Maintaining our Ahi ka , we are overwhelmingly the largest group of people living in our rohe and we manaaki those living in our rohe. * Maintaining our mana Whenua , we still own the majority of whenua in our rohe. * Maintaining our Kaitiakitanga , we still practice our tikanga in relation to the way that we relate to the wai, how we use the wai, how we care for the wai and how the wai cares for us. * Maintaining our Rangatiratanga ; Whakatinana Te Tiriti o Waitangi - through a strengthened relationship with the Crown that enables us to influence legislation , co-produce policy and design mechanisms that promote, give effect and respect Te Mana o te Wai, including cultural, environmental economic and social wellbeing 10
We maintain, affirm and assert our relationship and association with the Wai by; strengthened relationship and decision-making role with the GDC through active participation in Resource management/freshwater management planning including ; setting water quality standards, determining access rights, prioritising use including the development and design of allocation mechanisms if required. Working with the GDC to ensure that they fulfil their obligations under the RMA and Local Government Act 11

WHERE TO FROM HERE Ngati Porou with our whanaunga from the Horouta Collective agree to; Our rights and interests in our wai, being presented to the ILG-Freshwater through our representatives on the ILG and IAG and, The ILG and IAG recognising our views and reflecting those in a collective submission. Our rights and interests in our wai being presented to the ICF in Tauranga on 26-27 November: by our representatives Our rights and interests in our wai being presented to the Crown at Waitangi 2015 on the basis that Ngati Porou 13 will negotiate our rights and interests with the Crown.
