Request • Silverstrand Grid is requesting approval of an Industrial Planned Development Permit (IPD-404) for an energy storage facility on a vacant lot at the northeast corner of Houck Street and Willis Avenue in the Camarillo Airport within the Light Manufacturing (M-1) Zone. • Under CMC Section 19.30.040, the Planning Commission is the decision-maker for the requested IPD permit.

Environmental Review • The project was reviewed in accordance with the California Environmental Quality Act (CEQA) and the State CEQA guidelines, as well as the City’s environmental guidelines, and was determined to be categorically exempt from the provisions of CEQA under Class 32, In- Fill Development Projects (CEQA Guidelines Section 15332) because the project is consistent with the General Plan and zoning code, is located within the City limits on a site less than five acres, has no value as habitat for endangered, rare or threatened species, will not negatively affect traffic, noise, air quality, or water quality, and can be adequately served by existing utilities and public services; therefore, no additional review is necessary.

  9. Recommended Action • Staff recommends approval of IPD-404, subject to the conditions of approval. • The action of the Planning Commission is final, unless an appeal is filed within ten days of the date of their action.
