Introduction Today’s event is the third public engagement on the proposals for delivery of new homes at 15- 17 Hewer Street . Following previous consultations that took place last year, we have taken on board your comments and feedback and also had further discussions with key stakeholders. The architects have worked on designs towards submitting a planning application to enable us to progress the delivery of new Homes. Aims of today: To show you the plans that have been prepared and how we have considered your comments from previous events.
Stage One Sites The Council’s new homes programme aims to deliver 600 new homes in the Borough, including 300 Council homes to rent. It is proposed that a mix of different types of homes are built including council homes to rent, and open market homes to rent. Grant funding has been secured from the Mayor’s office to assist with the delivery of council homes to rent across the programme. The location of the four ‘Stage One’ sites that have been announced, including 15-17 Hewer Street is shown below.

Hewer Street New Homes The plans presented today demonstrate the Council’s proposals to deliver 20 new homes. These proposals would provide a mix of 1, 2, and 3 bed, and wheelchair accessible homes. 10 of the new homes would be affordable tenure at intermediate rent, and 10 homes would be open market rent. The homes would be developed, owned and managed by the Council.

‘Stage One’ Development • A plan of the sites we have announced in our ‘Stage One’ of the New Homes Programme is displayed. Building Design • Fire safety will be a key element of building design. The Council has committed to adopting the recommendations in the Hackitt report. • The energy strategy includes the use of air source heat pumps, and other measures to reduce carbon emissions and address sustainability. • The road at rear of the building that forms part of Treverton Estate will be investigated for potential temporary use for the delivery of materials as part of construction management plan, subject to residents’ views. • Use of wind turbine for a relatively small building in an urban environment is not feasible. • The plans now include dormer windows on the loft/roof level of the building as this improves the quality of the accommodation, and is in keeping with the character and age of the building. • Todays presentation shows the retention, repair, replacement and extension of the existing building elevations. • The proposals include landscaping of the courtyard, however there are limited opportunities for including trees on the site. • There will be an intercom system in the entrance lodge. • The property is within a Conservation area, and the character of the original building, and heritage of the locality are reflected in the proposals.

Housing Tenure • The Council’s New Homes Programme aims to deliver 600 new homes, 300 of which will be Council homes to rent. • The proposals for this site are for 20 new homes, comprising a mixed tenure of 10 homes for intermediate rent, and 10 homes at market rent. • Young people would be able to rent the new homes as well as others. • The Council will retain ownership and management of the building. • Seniors housing typically requires a larger number of homes than could be accommodated on this site to be efficient. Additional space/design requirements amenity space would be required that it would not be possible to provide on this site. Section 106 Contributions • S106 contributions received for residential projects implemented can be used to assist in funding additional affordable homes within the borough.
Parking & Traffic Management • Council officers will liaise with appointed contractor to manage construction traffic. • Before construction commences a strategy will be agreed in relation to the temporary amendments to the existing residents parking bays. • A construction traffic management plan will be submitted with the planning application, and will be viewable online. Residents can make comments on the application as part of the planning process. • The proposals include the removal of a dropped kerb, which potentially increases resident on-street parking provision on Hewer Street. Height and Massing • We propose to retain and enhance the character of the existing building. A plan is provided as part of this presentation indicating elements of structure being retained and those potentially replaced. • To optimise the number of homes this building could provide whilst respecting the Hewer Street frontage, we have proposed one additional set-back floor to the rear of the building to minimise visual impact to Hewer Street. • The proposals reflect a number of factors. The building is within a conservation area and the planners support retaining the building. • The majority of feedback from public consultation has been in favour of retaining the building as it is a recognisable landmark in the local area. Construction Phase/Management • An indicative timeline has been provided and resident liaison officer will be appointed during the construction phase of this development to keep local residents and businesses updated. • Point of contact for residents will be provided when the build contracts are in place. • The construction traffic management plan will be submitted with the planning application and can be viewed and commented on online. • Build programme for Hewer Street is targeted to start autumn 2020. Barlby Schools targeted to complete construction in 2021.
Hewer Street New Homes Design The design of the new homes at this site will incorporate the following features that you told us were important to you. • Traditional building materials will be used, including slate roofs and timber sash windows. • Reinstatement of original features. • A mixture of intermediate rent and market rent homes. • Carbon emissions will be reduced through the energy strategy, including the use of air-source heat pumps to provide heating and electricity. • Car free development. • Shared courtyard amenity space. • Removal of drop kerb to provide potential for additional resident parking permit bay on Hewer Street. • Internal storage space. • Ensuite and family bathrooms for homes with two or more bedrooms where possible. • Secure cycle storage. • Sprinkler system throughout the building.

Sustainability The Council aims to build new homes that are of good quality and sustainable to meet the challenges of climate change and the Council’s objective is to achieve net zero carbon targets for the Council’s operations by 2030 and for the borough to be carbon neutral by 2040. The ‘Stage One’ sites in the New Homes Programme will aim to progress meeting these objectives. Examples of how this can be achieved at Hewer Street are: • Improved insulation to the building envelope. • Heating and hot water systems which utilise renewable energy. • Careful selection of building materials and construction methodology.
Delivery of New Homes The Council will undertake the construction work using experienced contractors. The contractors will be required to make use of local labour and provide local apprenticeships. Construction management plan will be put in place to ensure that deliveries and work on site minimises disruption to residents. A ‘Clerk of Works’ and a resident liaison officer will be engaged to monitor work and provide a point of contact.
