State Routes 315/750 Intersection Improvement Project
Introductions Project Team Public Meeting
WHY ARE WE HERE TODAY • Add turn lanes on State Route 315 and SR 750. • Stabilize the slope with vegetation at worst spot. Second Project • More slope stabilization along SR 315 What Changed • In 2012, ODOT secured funding • Turn lanes on SR 750 always part of the proposal • Turn lanes on SR 315 new
PROJECT HISTORY Purpose Improve Safety • Decrease congestion at SR 315/750 • Stabilize the slope • ODOT presented initial alternatives to the public in 2008. • Alternative selected in 2010.
THE CURRENT PROPOSAL • Left turn lanes on SR 750 eastbound and westbound • Left turn lanes on SR 315 northbound and southbound • Retaining wall on the west slope of SR 315 in both directions • SR 315 realigned slightly west of its current position
THE CURRENT PROPOSAL Turn Lanes and Slope Stabilization First Project • Construct a wall along the road • Next to River • No impacts to the Olentangy River
PROPOSED SCHEDULE & TRAFFIC IMPACTS • Construction in phases • SR 315 and 750 will not be closed simultaneously • Prior notification of closures/restrictions/posted detours will be provided • Signage will be used • Could begin August 2013 • 4- month project
HOW DO WE BUILD THAT WALL? • Drill Holes • Install Steel Beams into bedrock • Fill in with Concrete • Preserve as much Vegetation as possible
EXAMPLE SR 78 Morgan County River closer to road You can’t see the beams Not all vegetation removed
RETAINING WALLS AT INTERSECTION This is similar to what will be installed along the slope of SR 315 west of the road near the intersection. Original Hillside SR 315
ENVIRONMENTAL IMPACTS SR 315 • Some right of way required west side for turn lanes • Five existing culverts replaced under road • Culverts carry water from five streams • Old Mill called “ Mulzer Mill” • National Register of Historic Places • Ruins impacted • Some vegetation and trees removed for turn lanes
ENVIRONMENTAL IMPACTS SR 750 • Some right of way needed from both sides of the road north and south of SR 750. • One culvert will be extended all the way to the river. • Some trees and vegetation will be removed to accommodate turn lanes.
Section 106 of the Historic Preservation Act Because of the potential impacts to the Historic Mulzer Mill, ODOT is bound by Provisions identified in 36 CFR Section 800.16(y) which defines an “undertaking” as a project, activity, or program funded in whole or in part under direct or Indirect jurisdiction of a federal agency (in this case the Federal Highway Administration).
