INES as a University of Applied Sciences In 2008, a research to analyze the position of HLIs in relation to the labor market needs. Results: a big discrepancy between academic products and the labor market needs. Biggest issue not really with offered programs but the way they were offered; After consulting with stakeholders and experts from the Netherlands and Germany, the concept of University of Applied Sciences was adopted in 2010 as the solution. 7
Efforts made by INES-Ruhengeri as UAS Development of implementation roadmap; Revision of curricula and training the staff; Linkage with the industry and the community; Creation of INES Business Incubation Center and African German Entrepreneurship Academy (AGEA); Initiate career day (bridging students with potential employers/ clients); Investment in laboratories and related facilities; Creation of research clusters and ; INES scientific journal; Labour market study (Tracer study).

WIFI and digital facilities ; Internship management: M&E system; Discipline and guidance committee : discipline, counseling & vulnerable cases. BIC&AGEA : promotion; entrepreneurship; Hostels Management: 2 INES hostels & contracts with hostels owners.
