  1. Ice Quay and Breakwater Quay Extensions 7pm – 5 th November 2020

  2. Welcome • Please turn-off your camera and mute your microphone. • This meeting is being recorded so that it can be placed on the website after the event. • If you would like to ask a question please ‘raise your hand’, or use the ‘chat’ function. • If you would prefer for your question not to be recorded then there will be an opportunity at the end, when recording has been stopped.

  3. Meet the Team • Jacqueline McDonell - Mallaig Harbour Authority • Ed Carrick – Wallace Stone • Fiona Henderson – Affric Limited

  4. Agenda • Purpose of the Event • Mallaig Harbour Master Plan • Outer Harbour Development Proposals • Consenting • Environmental Considerations • Questions • Questionnaire • What Next

  5. Purpose of the Event • MHA wish to carry out development in the Outer Harbour Area, and we are seeking comment on the proposals. – Questions will be highlighted through the presentation for discussion at the end. • The Marine Licensing (Pre-application Consultation (PAC)) (Scotland) Regulations 2013.

  6. Mallaig Harbour Master Plan • The Master Plan was produced in 2016. • It identified the need to create a new north breakwater and harbour area primarily for the ferry. This fed into a STAG appraisal, completed April 2020. • Multiple smaller projects identified, including the development of the ‘Slot’ in the Outer Harbour.

  7. Mallaig Harbour Master Plan • Works completed to date include: – Passenger Access Pontoon. – New Ice Plant – West Bay Road Improvement – Clearance of area behind Prawn Hall. – Site Investigation, Preliminary Design & Planning Permission for West Highland College building (by others).

  8. Outer Harbour Development Proposals Make use of the ‘Slot’.

  9. Outer Harbour Development Proposals • Provide additional sheltered berthing. • Provide additional laydown/ development space.

  10. Outer Harbour Development Proposals • Various options and layouts considered. • Initial thought was to extend both the Ice and Outer Breakwater Quay.

  11. Extend Ice and Outer breakwater Quay Option

  12. Outer Harbour Development Proposals • Issues with regard to rockhead levels beneath the approach road and inner end of the existing breakwater quay. • Hence splay berth option to avoid the need to disturb this area.

  13. Splay Berth Option

  14. Splay Berth Option

  15. Outer Harbour Development Proposals • The Splay Berth design: – Provides 60m of additional quay length capable of taking boats of up to 500 tonnes. – Provides 4000m 2 of additional laydown. – Services Any comments on the Splay Berth design proposed and what services would you like included?

  16. Outer Harbour Development Proposals • Current water depths in the outer harbour are -4mCD, however the existing infrastructure could facilitate water depths of -6m CD. • It would however, require dredging, including blasting of rock and clearly that would have cost and environmental implications. Do you think there is a need/ benefit of increasing the water depths?

  17. Proposed Dredge Area

  18. Consenting Route • The construction works and dredge (if required) will need a Marine Licence from Marine Scotland under the Marine Scotland Act 2010. • As previously mention Pre-Application Consultation is required due to the scale of the development. • It is yet to be determined if an Environmental Impact Assessment (EIA) will be required under the Marine Works (EIA) (Scotland ) Regulations 2017.

  19. Environmental Considerations • EIA Screening Report being drafted for submission to Marine Scotland. • Sensitive Environmental Receptors have been identified and potential effects on them identified for both construction and operational stages. • Early identification of potential issues allows them to be taken account of in the design process such that effects are avoided, or mitigated by design.

  20. Environmental Considerations • Potential effects include: – Local Community with regard to construction noise, traffic and economic benefits (job creation). – Marine Mammals impacts of underwater noise will be determined by pile design and installation and dredge techniques. – Birds (including Manx Shearwaters), construction and operational light design considerations.

  21. Environmental Considerations • Potential effects include (cont.): – Knoydart National Scenic Area low lying development shouldn’t affect it. – Vessel access to Outer Harbour during construction and navigation effects. – Water and air quality effects of construction, potential need for dust management and pollution prevention techniques. Any other environmental issues or concerns?

  22. Questions • Any comments on the Splay Berth design proposed? • Do you think there is a need/ benefit of increasing the water depths? • Any other environmental issues or concerns? • Any questions for us?

  23. Questionnaire • Encourage all of you to complete a questionnaire. • The link to which can be found at: – www.Mallaig-harbour.com/news or – www.affriclimited/News/Consultaions.php (Recording of this event will also be there). • Or email consultation@affriclimited.co.uk for a copy.

  24. What’s Next • If you wish to make representations on the proposed development, please contact Fiona Henderson at Affric Limited, Lochview Office, Loch Duntelchaig, Farr, IV2 6AW or by email, consultation@affriclimited.co.uk. by the 20th of November 2020. • Please note, comments made are not representations to the Scottish Ministers. Once the Marine Licence Application has been submitted there will be an opportunity for representations to be made to the Scottish Ministers on the application. • Following consultation, a Marine Licence Application will be submitted to Marine Scotland for consent to construct the laydown area through a land reclamation.

  25. Thank You • If you would like to be added to our mailing list for updates, then please fill in a questionnaire or email: Consultation@affriclimited.co.uk • Thank you for your time this evening.
