Project History • 2011 – Stakeholder Meeting (October) • 2011-2014 ODOT Feasibility Studies • Considered Single Interchange Improvement • Recommended Combined Southern Interchange • 2012 Safety Project • 2016 Tanger Outlets - Road Improvements • 2016 - Public Meeting (April) • Introduced Three Alternative Alignments
Why Now? • Delaware County Population Growth • Traffic Exceeding 2012 Safety Improvements • Bottlenecks at Existing Interchange and Surrounding Intersections • Addresses Long-Term Regional Traffic Issues • Existing Interchange Footprint Cannot be Improved Enough to Handle Future Traffic
Directional Ramps - Footprint No Direct Business Access Due to Directional Ramps
2012 Safety Project
Traffic Impact Studies • Purpose is to Mitigate the Effect of Development Traffic Only • Not Intended to Address Underlying Congestion or Capacity Problems on the Public Highway Network • Typically, All Identified Improvements are to be Built upon Opening of the Development
Outlet Mall Improvements Tanger Outlets Traffic Impact Study - Opening Day Improvements • Two-Lane I-71 NB Exit Ramp • Widening of 36/37 • Wilson Road Extension South • Backage Road – A.D. Farrow to Wilson • 36/37 & Wilson Intersection
Outlet Mall Improvements
Outlet Mall Improvements Traffic Impact Study Improvements – Deferred • Improvements Include: • Turn Lanes and Ramp Lanes • Widening Parts of 36/37 • Value of the Deferred Improvements is $16.5 M
Why $16.5M Deferred? • Some Improvements Deferred Because they are Not Necessary Now or Would Not be Necessary if a New Interchange is Built • Accounts for the Difference in Future Traffic – Does Not Solve the Long-Term Issues • Still Pursuing other Improvements as Needed How? • Agreement signed by Columbus Outlets LLC, Delaware County, ODOT, Berkshire Landing NCA and Berkshire Twp. • Agreement Provides ODOT the Sole Discretion When and Where the Monies are Spent
