HS2 traffic - 2021 • HS2 HGVs • 2,240 both ways per day • 1,477% increase from projected 2021 baseline of 152 HGVs • HS2 LGVs and cars • 204 both ways per day • 3% increase in LGVs and cars • To 6,605 per day from projected 2021 baseline of 6,401 • Total of 2,444 HS2 vehicles per day (1,222 in each direc+on) • 8 am to 6pm weekdays • 8 am to 1 pm Saturdays

  7. INCREASES • Increase of 942 HGVs per day o From original plan • Decrease of 124 cars/LGVs o Refinement in no of workforce trips o Net increase of 818 HS2 vehicles per day

REASONS FOR INCREASE • Increase due to “accelera+on of earthworks programme” o Transport of soil from Lower Thorpe Mandeville and Turweston o To Lower Boddington o Where deficit of material o For noise bunds and landscape integra+on • From Turweston via A43, M40 (J10 to 11) and A361 • From Lower Thorpe via A422 and A361

TIMELINES • Construc+on of Chipping Warden bypass o Will cause some increase in traffic o 12 month period o When construc+on traffic serving compound rela+vely low o Year 1 of construc+on programme • Construc+on traffic for period of 6 years o Moderate for 2 years (about 100 HGVs) o Bad for 1 year (about 1000 HS2 vehicles) o Really bad for about 18 months (up to 2,444 HS2 vehicles) o Moderate for 3 ½ years

HS2 POSITION • HS2 adopt the same figures for assessing capacity • Conclusion that A361 through Wardington o “could be under pressure” o “during peak +mes of construc+on” • HS2: o Figures worst case scenario o Peak construc+on period o Under review o Looking at moving soil along the line o Internal haul roads

OXFORDSHIRE CC • HS2 say that need approval of OCC o Traffic construc+on plan o Code of Construc+on Prac+ce o To reduce poten+al transport impacts • Local environmental management plan • Environmental minimum requirements • Oxfordshire CC: o A361 acceptable route in principle o HS2 not clearly iden+fied and agreed appropriate mi+ga+on measures o Or demonstrated that deliverable by project o Primary focus on safety, then conges+on o Tolerance for conges+on rela+vely high
