Horseshoe Bay 2041 Vision “In 2041, Horseshoe Bay will thrive as a charming and livable seaside community and a vibrant and welcoming destination village.” HORSESHOE BAY LOCAL AREA PLAN
1. Respect our roots and heritage • HSB has a highly valued “place - based identity” • LAP should express its distinct history & geography HORSESHOE BAY LOCAL AREA PLAN
2. Maintain our neighbourliness • HSB has a strong sense of community • LAP should support sensitive and “friendly” design HORSESHOE BAY LOCAL AREA PLAN
3. Recognize we are many things • HSB is both… • a close-knit community and a visitor destination • a place of discovery and of departure • an active waterfront and a residential neighbourhood • LAP should reflect this plurality through multipurpose spaces HORSESHOE BAY LOCAL AREA PLAN
4. Enhance our commercial village • An existing “visitor economy”, but additional commercial offerings would enhance HSB • LAP should enable the creation of day-to-day shops and services for a more complete local hub HORSESHOE BAY LOCAL AREA PLAN
5. Identify opportunities for more diverse housing • HSB currently has single family, duplex, and (upcoming) apartments • There is interest in providing the “missing options” HORSESHOE BAY LOCAL AREA PLAN
5. Identify opportunities for more diverse housing • LAP should “fill in the gaps” in appropriate locations HORSESHOE BAY LOCAL AREA PLAN
6. Prioritize low rise forms • The current built- form “fabric” of low-rise buildings, with larger buildings in restricted and appropriate locations resonates with people • LAP should limit height to 3 or 4 storeys and consider additional height only in limited circumstances and for demonstrable benefits HORSESHOE BAY LOCAL AREA PLAN
7. Keep it “kooky”, don’t make it “cookie cutter” • HSB is neither generic nor uniform • LAP should promote land use patterns and built-form guidelines that reflect HSB’s variability and charm HORSESHOE BAY LOCAL AREA PLAN
8. Celebrate and work with nature • HSB has a rare setting that should be celebrated • LAP should respond to HSB’s natural and physical attributes HORSESHOE BAY LOCAL AREA PLAN
9. Connect and gather • HSB is a social hub and a place for local interaction • LAP should support formal and informal gathering spaces HORSESHOE BAY LOCAL AREA PLAN
10. Getting here and being here • HSB balances those who visit and those who live here • LAP should address access to and through the village for both residents and visitors HORSESHOE BAY LOCAL AREA PLAN
11. Make a good first impression • HSB is our western gateway, but the arrival points are often weak / confusing • LAP should improve the “welcome experience” Identified gateways HORSESHOE BAY LOCAL AREA PLAN
12. Expand the study area and clarify the context • HSB is defined by its natural and physical boundaries, but is also a part of a wider social context HORSESHOE BAY LOCAL AREA PLAN
12. Expand the study area and clarify the context • Many opinions on where the LAP boundaries should be HORSESHOE BAY LOCAL AREA PLAN
12. Expand the study area and clarify the context Contour Expand “study area Duplex DP area Commercial DP area OCP approved boundary 1960s planning boundary HORSESHOE BAY LOCAL AREA PLAN
12. Expand the study area and clarify the context Expand “study area” Expand “study area OCP approved boundary LAP should… • Consider land use changes between the waterfront, Highway 1, Wellington Avenue and Marine Drive Expanded LAP study area Whytecliff • Consider the connections to Park nearby social assets Gleneagles Gleneagles Golf course Community Centre HORSESHOE BAY LOCAL AREA PLAN
